The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partner's peacebuilding, humanitarian, and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organisations.

Title: Request for Proposal (RFP) Provision of Consultancy Services Regarding the Sanitation Economy Market Estimates, Data & Insights

Preamble
Poorly managed sanitation and hygiene has become a business risk that affects all sectors, and that can no longer be ignored - affecting the health of workers and customers, their families and communities, well-being and productivity, environmental contamination of soil and water, and climate change. Sanitation Economy models promote sanitation infrastructure cost recovery and identify sanitation waste as valuable resources that can be up-cycled into reusable water, energy and nutrients. Digitising sanitation systems enables optimal efficiencies and information about human health and behaviour to protect lives.

The Sanitation and Hygiene Fund will support ten (10) countries, over the course of 2022 and 2023, to better understand the potential of their sanitation market economy and how this information can assist the process of attracting investors. This information, expressing the current value of the sanitation economy and projections for 2030, will be integrated into a compelling country-owned investment case and pipeline of investable propositions, and is an important step toward a national government being able to position a country as investor-ready.

Therefore, SHF/UNOPS is looking for a qualified service provider to unpack the value and impact of the sanitation market economy across sectors and supply chains in rural and non-sewered urban settings:
  • In 2022, Benin, Burkina Faso, Pakistan, Sierra Leone and Uganda; and
  • In 2023, a further five (5) countries, with three (3) in Africa and two (2) in Asia. These countries will be identified in late 2022.
Development Objective
This work contributes to evidence building for market-based approaches for the sustainable achievement of SDG 6, target 2, sanitation, hygiene and menstrual health. The overall objective is to provide governments and their stakeholders with a comprehensive dataset and a narrative, in the form of a country report, to stimulate interest and engagement in the sanitation economy and to assist in the overall process of moving toward the identification of investable propositions to strengthen it.

The work will take inspiration and learning from that of the Toilet Board Coalition and specifically the Sanitation Economy Markets: Kenya , and the Sanitation Economy Markets: Nigeria , both supported by UNOPS. There is also a market estimate for India undertaken by TBC and similar assessments have been made for a small number of other countries, including South Africa.
