The Economic Community of West African States (ECOWAS) is a regional political and economic union of fifteen countries located in West Africa. Collectively, these countries comprise an area of 5,114,162 km², and in 2015 had an estimated population of over 349 million.

Title: Expression of Interest (EOI) - Selection of Two (2) Individual Consultants on the Study for the Revies of the ECOWAS Science, Technology and Innovation Policy (ECOPOST) and its Action Plan

Preamble
Science, technology and innovation (STI) are key to achieving Sustainable Development Goals. They are driving forces for improved productivity and economic growth. They promote social inclusion and foster environmental sustainability1.

In developed countries, STI are the engine that drives human and social development through the provision of new results and products. They promote competitiveness, stimulate growth, and create jobs.

The review of ECOPOST is intended to be in line with the new ECOWAS Vision 2050 currently being developed, the African Union's Agenda 2063 and the United Nation's Sustainable Development Goals 2030. Furthermore, while considering the specific characteristics (strengths and weaknesses) of ECOWAS Member States, the new Policy intends to integrate the strategies developed in all related areas of STI at the continental and regional levels and by international governmental organisations.

With due consideration to the various efforts made by the Education Department of ECOWAS and Member States, The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a consultancy on the review of the ECOWAS Science, Technology and Innovation Policy (ECOPOST) and its action plan.

Duties and Responsibilities of the Consultants
The study will be carried out by a team of two (2) consultants. One will cover the Anglophone countries and the second will cover the francophone and Lusophony countries. The Consultants shall:




  • Collect country information and data on the result indicators of the actions implemented by stakeholders (Member States, ECOWAS Commission and the Financial and Technical partners) within the framework of the implementation of the action plan (2012-2017),
  • Analyse the data collected and the results obtained and compare them with the challenges identified within the framework of the development of ECOPOST in 2012,
  • Prepare an evaluation report of the ECOPOST Action Plan,
  • Identify the emerging development challenges of ECOWAS Member States and propose actions to address these challenges,
  • Identify the vision, missions, guiding principles, objectives and strategic outcomes to be achieved,
  • Prepare the draft revised STI Policy and Action Plan (2023-2033),
  • Propose an overall cost for the implementation of the Action Plan (2023-2033) and possible sources of funding for the Action Plan.
Qualifications
The study will be carried out by two (2) independent consultants with proven skills and experience in the development of policies and strategies in the area of Science, Technology and Innovation. They shall be Senior Consultants. The more experienced of the two (2) Consultants will coordinate the study. He/she should be fluently bilingual. One of the consultants will cover the five (5) Anglophone countries and the other consultant will cover the ten (10) francophone and Lusophone countries. Other requirements include:
  • Ph.D. in Natural/Social Sciences or other related fields,
  • Minimum of ten (10) years of experience in the area of sectoral/public policy development, strategies at the national level,
  • Broad background in science, technology and innovation
  • Completion of at least one successful assignment in public policy development at the national level,
  • Completion of at least one similar assignment with ECOWAS or another international organisation,
  • Writing skills and the ability to summarise information (study reports and scientific books),
  • Experience in public policy evaluation or strategic planning,
  • Good knowledge of the procedures of International Organisations and ECOWAS in particular,
  • Must be bilingual (English, French, Portuguese) with an excellent command of one of the two languages; Knowledge of a third language would be an advantage
  • Mastery of basic computer tools (Microsoft Office, etc.).
