Preamble

The Borno State Government through Borno State Ministry of Housing and Energy, in compliance with the Borno State Bureau on Public Procurement Law 2019, wishes to invites interested reputable and competent Contractors to submit tender for the Construction of Two Storeys Modified Block of Flats (6 No.3 Bedroom Houses) and Two Storeys Block of Flat (6 No. 2 Bedroom Houses) at Metro Police Quaters Site, Maiduguri

Scope of Work

Lot 1: Two Storeys Modified Block of Flats (6 No.3 Bedroom Houses) at Metro Police Quaters Site, Maiduguri.
Lot 2: Two Storeys Blosk of Flat (6 No. 2 Bedroom Houses) at Metro Police Quaters Site, Maiduguri

Pre-Qualification Requirements

Evidence of registration with Corporate Affairs Commission
Evidence of registration with Borno State Bureau on Public Procurement and payment of relevant fees.
Reliable list of similar work executed (letter of Award/Certificate of completion photo copy attached
Tax Clearance Certificate for the last three years
Evidence of VAT registration/VAT remitted
List of Corporate Management and Technical Staff
Audited Financial Report and Account for the last three years
Nigeria Social Insurance Trust Fund (ECS Clearance Certificate)
National Pension Commission (Pension Clearance Certificate)
Sworn Affidavit from Court of competent jurisdiction in Nigeria, disclosing as follows:
- That the Company is not in receivership;
- Compliance with Bureau on Public Procurement Law, 2019
- That the Director(s) has/have never been convicted by any Court of Law.
Verifiable documentary evidence of at least three (3) similar works successfully completed/ongoing project, including letter of award, Contract agreement, Job Completion Certificate and photograph of the projects

List of the pre-qualified bidders will be placed on the Notice Board of the Borno State Ministry of Housing and Energy, State Low-cost, Maiduguri.

Application Closing Date

8th March, 2022.

Collection of Tender Documents

Interested Bidders may collect Tender Documents from Yagana Dio Umar (Director Planning, Research and Statistics & Ministerial Tenders Board Secretary) from 15 February, 2022 to 8 March, 2022 (for 21 days) from Monday - Friday) upon payment of appropriate administrative charges and non-refundable Tender Fees.

Submission of Tender Documents

Tenders are to be deposited in the Tender Box at the Conference Hall of the Ministry of Housing and Energy, State Low-cost, Maiduguri, Borno State from 18th February, 2022 between 8.00a.m to 4.00p.m till the above stated closing date.

The Tender Documents should be clearly marked "tender" for specific Tender lot, addressed to the Permanent Secretary, Ministry of Housing and Energy, State Low-cost, Maiduguri. The tender documents shall be opened immediately after the dateline for submission.

Note

There is a waiver for items 8 & 9 for domestic Tenderers (Borno State Indigenous Contractors).
Tenders submitted after dateline of submission will not be entertained.
Bid opening is in strict compliance with Covid - 19 guidelines stipulated by the Borno State Bureau on Public Procurement
Ministry of Housing and Energy, State Low-cost, Maiduguri Borno State is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 30 of the Borno State Bureau on Public Procurement law, 2019.
Borno State Ministry of Housing and Energy will not be liable for improper submission or unregistered tenders.
Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
