The Alliance for a Green Revolution in Africa (AGRA) is an organisation that seeks to transform African agriculture from a subsistence model to strong businesses that improve the livelihoods of the continent’s farming households.

AGRA is an alliance led by Africans with roots in farming communities across the continent. We understand that African farmers need uniquely African solutions designed to meet their specific environmental and agricultural needs so they can sustainably boost production and gain access to rapidly growing agriculture markets.

Preamble
The stakeholders’ landscape has changed since 2015 when the initial stakeholder mapping was undertaken to support delivery and implementation of the 2017-2021 strategy.

Recognizing that stakeholders are important in the functioning of agricultural systems and ensuring the flow of critical value services to smallholder farmers and a better understanding of these stakeholders, their aspirations and relative roles in agricultural value chains will be crucial to AGRA’s quest to support inclusive and sustainable agricultural and food systems transformations. Understanding that a good social analysis of stakeholders and ‘communities of interest’ enables effective categorization of individuals and groups with influence, interest, authority, and power in championing change.

There have been debates on what is the best pathway to Africa’s Green Revolution and AGRA seeks to expand its circle of partnership towards building a strong stakeholder network and partnership as it implements its 2023-2030 strategy. Therefore, a stakeholders mapping is crucial in identifying the various interests, divergent views and thus help AGRA craft an effective advocacy strategy. It will allow AGRA to broaden the list of existing stakeholders beyond the regular and familiar faces in the agriculture sector to integrate finance, budget, trade, environment, women, youth development, social protection, investment promotion, banks and other private sector players including the media and other organizations to effectively drive food systems transformation at national level.

And further to the changing dynamics of stakeholders’ landscape, and political economy in driving change in the respective countries, and the recommendation from the recent evaluation on the implementation of the 2017-2021 strategy, it is imperative that an extensive stakeholder mapping and analysis is done to increase and enhance diverse civil society engagement in the next AGRA strategy implementation for impact and results to drive technology adoption, sustainable farming, inclusive markets and trade, and support for policy and state capability.

Objectives of the Assignment




The overall objective of the consultancy is aimed at building stronger and more strategic external partnership with different stakeholders to support, implement, and communicate delivery of AGRA’s 2023-2030 strategy and contribute to delivery of the CAADP Malabo Commitments. Specific objectives of the consultancy also include:
  • To review existing stakeholder audit and mapping report towards building a more comprehensive stakeholder register and map to support delivery of AGRA’s 2023-2030 strategy
  • To identify and analyze key stakeholders’ power, influence, legitimacy, and interest across the different countries where AGRA work, at regional and continental levels to drive technology adoption, sustainable farming, inclusive markets and trade, and support for policy and state capability.
  • To foster discussions with a larger constituency, recruit, and build partnerships with the right change agents who will champion the agenda and opportunities for inclusive agriculture within the framing of AGRA’s 2023-2030 strategy.
  • To support the development of advocacy strategy to support delivery of the AGRA strategy 2023-2030 at all levels
Scope of Work
The consultancy will specifically cover:
  • Review of key past and present advocacy partnerships across the different body of work across the 11 countries and at regional and continental levels.
  • Identifying individuals, groups, institutions, and organizations that AGRA can engage with, build, and strengthen partnership to drive inclusive agriculture transformation in the countries where AGRA works and at regional and continental levels.
  • From the stakeholder list and map, ascertain their perceptions of AGRA and their experiences (positive and negative) of their partnership with AGRA to date, and identify the organizations’ top priorities and perceived trends in agriculture in Africa.
  • Undertake an analysis of potential partners and important stakeholders with power and influence that AGRA can work with to deliver the 2023-2030 strategy.
  • Based on the review, identification, and analysis of different stakeholders’ groups, update the 2015 stakeholder audit and mapping report to inform development of direct partnerships at the strategic level and at implementing/operational level (grantees).
  • Develop a more comprehensive stakeholder register, power and network map that visualizes the different stakeholders’ legitimacy, interest, and influence within the CAADP and food system ecosystems in Africa.
  • Using the output from the stakeholders register and map, develop an advocacy strategy for internal interrogation and adoption to support delivery of the AGRA strategy 2023-2030 at all levels
Deliverables
  • A stakeholder registers and map of critical stakeholders, influencers, and champions. These should include existing stakeholders, partners, influencers as well as new individuals, groups, institutions and organizations that AGRA mapped against the four body of work in the 2023-2030 strategy.
  • A stakeholder influence and interest matrix drawn from a quantitative and qualitative data analysis.
  • A tiered stakeholder register that informs development of strategic partnership, grantee relationship and indirect partnership.
  • Advocacy strategy for engaging with these key stakeholders, influencers and champions in a meaningful way for impact, with a clear road map for action to support 2023-2030 strategy implementation
  • Auto updating and tracking tool(s) for conducting stakeholders, influencer, and champions mapping for future use by AGRA as well tracking of results through the lifespan of the strategy.
Key Qualifications and Experience Required
The firm shall:
  • Have extensive experience in carrying out similar assignments in AGRA countries;
  • Propose key personnel with the following qualifications, experience and competencies: The team members should have skills that complement each other to facilitate effective delivery of the assignment. The key positions should include but not limited to the following: Lead Consultant/Project team leader, Associate Consultant, etc.
Lead Consultant/Team Leader:
  • At least a Master’s degree in social sciences or related disciplines
  • Understanding of methods of stakeholder analysis and program design
  • A minimum of 7 years’ experience in stakeholder mapping, networking mapping, power analysis using participatory approaches
  • Experience and familiarity in undertaking influence and interest analysis, design and development of advocacy engagement strategy and platforms,
  • Good participatory data analysis skills with advanced skills in social network analysis, systems visualization
  • Demonstration of experience in facilitating participatory dialogues and translating same into quantitative data and analytics
Associate Consultant(s):




  • At least a Bachelor’s degree in social sciences or related disciplines
  • Understanding of methods of stakeholder analysis and program design
  • A minimum of 5 years’ experience in stakeholder mapping, networking mapping, power analysis using participatory approaches.
  • Experience and familiarity in undertaking influence and interest analysis, design and development of advocacy engagement strategy and platforms,
  • Good participatory data analysis skills with advanced skills in social network analysis, systems visualization.
  • Demonstration of experience in facilitating participatory dialogues and translating same into quantitative data and analytics.
