Background
The International Organization for Migration (IOM), since 2001 has been working with the Federal Government of Nigeria to provide Assisted Voluntary Return and Reintegration (AVRR) support to Nigerian migrants. IOM is committed to the principle that humane and orderly migration benefits both migrants and society. As UN Migration Agency, IOM acts with its partners in the international and local community to assist in meeting the operational challenges of migration; advance understanding of migration issues; encourage social and economic development through migration; and uphold the human dignity and well-being of migrants.

Through information campaigns, outreach and media reports, IOM seeks to equip vulnerable migrants with the information they need to migrate safely and access assistance when necessary. IOM also aims to address the root causes of vulnerability to Trafficking in Person (TIP) and Smuggling of migrants through awareness raising and development of media messaging content and programming as well as engagement at the individual, household, community, and structural levels.

IOM is currently implementing community dialogue aimed at promoting safe and orderly migration for the benefit of all in Nigeria. It is a participatory approach that allows community members to dialogue on issues affecting them such as issues of irregular migration and trafficking in persons while proffering home grown solutions to their indigenous problems. Recognizing the power of the media, particularly the radio, in setting an agenda in the society, IOM seeks to bring the community dialogue initiative to the radio.

Within this framework, IOM seeks to engage the services of a radio producer to develop materials for Public Information Campaigns on Trafficking in Persons, building on the community dialogue facilitators manual on irregular migration and trafficking in persons. This will be broadcast through radio channel in high-risk states of irregular migration such as Lagos, Edo, Delta and Ogun, with a focus on prevention and reporting of TIP, protection of Victims of Trafficking (VOTs) and highlighting the dangers of irregular migration in line with the aim of the project ‘Trusted Sources- Promoting Evidence-Based Prevention Efforts on Trafficking in Persons’.

Objective of the Assignment
The overall objective of the engage the services of a radio producer to develop materials for Public Information Campaigns on Trafficking in Persons, building on the community dialogue facilitators manual on irregular migration and trafficking in persons. The Service Provider /Consulting Firm will be selected under a Quality –Cost Based Selection procedures described in this RFP.

Selection Criteria
Selection criteria for this assignment will be based on the following qualities;
  • Interested bidders must have experience in development and production of content for radio programs, particularly with key focus on issues of irregular migration and trafficking in persons as well as an in depth understanding of current migration trends in Nigeria.
  • Qualified candidate must have over five years of experience as a radio producer, working on development of content for communication for development and social and behavioural change.
  • Qualified candidate must have established relationship with media agencies in Lagos, Edo, Delta and Ogun state.
  • Applicants fluent in both Pidgin and Yoruba language will be most preferred.
  • Ability to start work before the 1st installment payment.
