The Africa Centre of Excellence for Neglected Tropical Diseases and Forensic Biotechnology (ACENTDFB) invites interested, competent and reputable companies that possess the cognate experience and requisite technical and financial capacities to submit pre-qualification documents for the following works:

The Africa Centre of Excellence for Neglected Tropical Diseases and Forensic Biotechnology (ACENTDFB) is one of the 17 World Bank supported projects for provision of skilled manpower for the diagnosis, management and prevention of neglected tropical diseases, provision of baseline data on the epidemiology status of a number of neglected tropical diseases prevalent in the study region, development and production of vaccines for prevention of neglected tropical diseases and establishment of facility and channel for the security agencies and the society in resolving security legal, paternity and other related issues.

Preamble

In line with the Public Procurement Act, 2007, the Centre therefore wishes to invite interested competent and reputable companies that possess the cognate experience and requisite technical and financial capacities to submit pre-qualification documents.

Scope of Work

Lot 1 / Proposed construction of ACENTDFB Permanent Administrative building and forensic laboratory / ABU Zaria

Eligibility Requirements for Pre-Qualification

Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 1.1 OR CAC2 and CAC7 (Certify True Copy).
Evidence of Company/Firm's Tax Clearance Certificate (or personal income tax clearance certificate) for the last three (3) years (2019, 2020 2021) valid till 31st December, 2022, with an average turnover of N50 million for the three years.
Evidence of current Pension Compliance Certificate valid 31st December, 2022
Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022
Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance valid till 31st December 2022 Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022 or valid certificate issued by BPP.
Company Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (For construction: COREN, ARCON, CORBON, etc., where applicable).
Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Africa Centre of Excellence Neglected Tropical Diseases and Forensic Biotechnology ACENTDFB or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
Company's Audited Accounts for the last three (3) years - 2019,2020,2021)
Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
Verifiable documentary evidence of at least two (3) Similar jobs executed in the last five (5) years including Letters of Awards Valuation Certificates. Job Completion Certificate and Photographs of projects
For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner)
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company Firm's Letter Head Paper bearing among others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferable GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Opening of Pre-Qualification Documents

The pre-qualification document will be opened immediately after the deadline for submission at 12:00 noon on 1st March, 2022 at the Africa Centre of Excellence for Neglected Tropical Diseases and Forensic Biotechnology, Biotechnology Building, Ahmadu Bello University, Zaria.

Submission of Pre-Qualification Documents

Interested and competent firms are to submit 2 hard copies of pre-qualification documents in a sealed envelope clearly marked with the name of the project. The envelope should be addressed to the:

Furthermore, the reverse of each sealed envelope should bear the name and address of bidder. The sealed envelope should be deposited in the tender box at ACENTDFB office, Centre for Biotechnology Building AB.U Zaria no later than the above closing date.Please ensure that you signed the bid submission

Important Information

Bids must be in English Language and signed by an official authorized by the bidder.
Documents shall be verified and violators shall be referred to investigating authorities.
Pre-qualification documents submitted after the deadline would be return un-opened.
The advertisement shall not be construed as a commitment on the part of ACENTDFB to award contract to any contractor, nor shall it entitle any contractor, submitting documents to claim any indemnity from ACENTDFB
Pre-qualification documents should contain a table of contents and properly paginated.
Only pre-qualified bidders will be invited at a later date for collection of tender documents
Contractors who have worked for the Centre and have history of poor performance, abandonment or prolonged contract execution/extension need not apply, as they will be disqualified.
ACENTDFB is not bound to pre-qualifying any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007
All participating companies are advised to submit active e-mail account (s) and GSM Number (s) for communication purposes
Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
