Title: Request for Proposal (RFP) - Development of PHC Facility Management Toolkits, Abuja

Preamble
The Integrated Health Program is a USAID funded 5-year project with the goat to contribute to reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality primary health care (PH C> services for reproductive health/family planning, maternal, new-bom, and child health, nutrition, and malaria (RMNCH+NM). With government, community, and private sector partners, IHP strives to achieve three objectives: (1> strengthen health systems supporting PHC services, (2) improve access to PHC services, and (3) increase quality of PHC services.

USAID’s Integrated Health Program (IHP) would like to invite eligible Health Management and Consulting Firms to submit Proposals with respect to the technical, managerial and other aspects of the development of PHC Facility Management Toolkits described below. IHP is considering engaging a Nigeria-registered firm to develop relevant toolkits which would include Training Manual and job aids and conduct a national training of trainers to facilitate subnational trainings utilizing these training materials. The objective of the sub-contract is to equip leadership at PHCs with leadership and management skills for effective administration and utilization of resources for improving healthcare service delivery at PHC,

The proposed activity is part of a broader effort to strengthen leadership and managerial input at PHCs in the light of the multiple resource inflow such as the Basic Health Care Provision Fund through both the NPHCDA and NHIS gateways, Drug revolving fund, community contributions and donations, An efficient PHC facility level resource management mechanism would ensure that inputs are utilized to deliver high quality care to clients with direct positive impact on RMNCAH+NM indicators.

N/B: This RFP is open to Nigeria-registered Health Management and Consulting Firms who are technically capable of developing PHC Facility management training manuals and modules, on- the- job aids, an online PHC management portal, conduct a National Training of Trainers to train Officers-in-charge of PHCs and provide detailed reports of related activities. This will be a contract that pays for pre-defined milestones and deliverables.

Instructions for submitting the Proposal:
  • Submit a cover letter indicating interest in applying for a Contract to provide the required services in Abuja
  • Submit a proposal, detailing the management approach, technical approach, detailed work/implementation plan, key / non-key personnel among others.
  • Submit a detailed budget.
  • Provide evidence of similar activities in support of Primary Health Care in Nigeria
