Preamble
This request for expression of Interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 21st May, 2019,





The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (the Bank), towards the cost of Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in Nigeria and intends to apply part of the agreed amount to finance payments under the contract for the Baseline Establishment for Implementation of Monitoring and Evaluation Systems -PIDACC/NB.

The services included under this assignment are Baseline Establishment for the implementation of Monitoring and Evaluation framework and Development of a Result-Based Monitoring and Evaluation System PIDACC/NB. The overall objective is to support the regional consultant in setting up a clear baseline that will be integrated and harmonized into PIDACC/BN monitoring and evaluation system, in accordance with its integrative results-based management approach. This should be based first on a clear baseline, from which the program's performance will be assessed in terms of intermediate results, effects and impacts.

The consultancy firm will then have to develop tools for the monitoring and evaluation of the activities so as to report on the evolution of the commitment of resources as well as the performance of the Program. This entails working with the NPCU and the four (4) River Basin Development Authorities in 8DAs) of PIDACC intervention areas namely: Upper Benue, Upper Niger, Sokoto Rima and Anambra-Imo The estimated duration of the assignment is 16 weeks, and the expected start date is 25th July, 2022.

The Executing Agency, Federal Ministry of Water Resources (FMWR) through its NPCU now invites eligible consultancy firms to indicate their interest and must provide information indicating that they are qualified to perform the services (brochures, description of similar work, baseline survey and data collection, design and development of result based monitoring and evaluation system and experience in similar conditions in Nigeria and/or in sub-Saharan Africa, availability of appropriate skills among staff, Consultants may constitute joint ventures to enhance their chances of qualification.
