Preamble
Shell Nigeria Production and Exploration Company Limited (SNEPCo) and The Shell Petroleum Development Company of Nigeria Limited (SPDC) (Operator of the SPDC Joint Venture (SPDC JV) hereby invite reputable and competent registered Nigerian companies (NUPRC registered and licensed) with proven experience in the provision of production operations and maintenance support services, engineering services, project support services and quality management services to apply for inclusion into the bid list for the above Tender. Bidders shall be expected to demonstrate capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stage of this Tender.

2A.1 Facility Maintenance - Offshore (Bonga FPSO) - Category 1
 
  • Provide Mechanical Maintenance Services
  • Provide Instruments, Analytical and Electrical Maintenance Services.
  • Provide Shutdown/Campaign Maintenance Support
  • Provide Fabric Maintenance, Fabric Renewal and Corrosion Management.
  • Provide emerging Brownfield maintenance scopes, to be managed via 3rd party contractors
  • Computerized Maintenance Management System (CMMS) services, including updating master data in CMMS/SAP
  • Mechanical, Electrical & Instrumentation Maintenance Workshop Services
  • Execution of Major Shutdown/campaign maintenance scope
2A.2 Operations Support Services (Bonga FPSO) - Category 1
 
  • Provision of Production Operations and Maintenance Support Services for Bonga FPSO.
  • Operations Readiness, Commissioning and Start-up review support for Bonga FPSO.
  • All personnel related services to be compliant with offshore minimum travel requirements, which include:
    • A valid BOSIET certificate provided by an OPITO-certified organization and maintained in renewal cycles as applicable to OPITO guidelines.
2A.3 Engineering Services - Deepwater - Category 2 (Excluding Major Projects)
 
  • Conceptual Engineering, Front End Engineering Studies/Design.
  • Detailed Engineering design support.
  • Discipline Engineering services (Engineering Design reviews).
  • Brownfield modification engineering support for Front End Definition e.g. site surveys, reverse engineering and field visits.
  • Technical Engineering Assurance for projects in execution.
  • Technical HSSE including specialist HSSE studies and facilitation of reviews (HAZOP/HAZID).
  • NOV Project Support
  • Creation, Archiving and management of existing SEPCIN standard design drawings (including scanning of drawings in various sizes and conversion of archived drawings to CAD-editable format).
  • AUTOCAD 2D and 3D Draughting and PDMS modelling of existing facilities, modification works (preparation of As-Builts) and new designs using CAD software and versions compatible with COMPANY owned tools. Laser scanning of existing facilities to be impacted by new designs.
  • Advanced Work Packaging: Identification of distinct and discreet packages of construction or implementation scopes to be executed by Implementation Contractors or Subcontractors. Some of these packages may be executed on a lumpsum basis. Production and monitoring of detailed Work Packs, Materials Take-Off.
  • Digitalisation support services.
  • Load out, transportation and installation engineering support

Contract Buckets Detailed Scope if Work
2B.1 Facility Maintenance - Offshore (EA FPSO) - Category 1
 
1.) Maintenance Intervention Services:
  • Provision of offshore maintenance Intervention Services to the EA Offshore Production Asset team in line with detailed scope of work provided in section B below for each specific service.
  • Mobilization & demobilization of all offshore based services to and from Personnel Base location to the mobilization points (SPDC IA Helipad PHC, SPDC IA Ogunu and Caverton Lagos) or as advised by Shell or any other Sea Eagle FPSO nominated mobilization point as informed and recommended by the client if a change to the earlier advised points do occurs. (This should be inclusive of all associated logistics where required (and if applicable) for all personnel).
  • All personnel related services to be compliant with offshore minimum travel requirements, which include:
    • A valid BOSIET certificate provided by an OPITO certified organization and maintained in renewal cycles as applicable to OPITO guidelines.
    • A current Medical certificate/ Fitness to work and FTW certificate must be maintained in line with SPDC FTW policies.
    • Valid OSP.
  • Onshore/Offshore Minor Fabrication Works /Repairs (Like for Like)
  • Mechanical, Electrical & Instrumentation Maintenance Workshop Services.
  • Fabric Renewal (Painting).
  • Manpower for Offshore Construction and Maintenance Works.
  • Operations Support Services.
  • Execution of Major Shutdown/campaign maintenance scope.
  • Hydro Test/Pressure Test, Non-Destructive Test, Welding Works
2.) Minor Modifications & Engineering Support Services:
  • This scope of work covers the engineering modifications/ upgrades, design, fabrication, construction and installation, commissioning for upgrade/modifications/additional equipment/packages systems; materials procurement, specialist vendor services, logistics and Turnaround/Campaign programmes on the Sea-Eagle FPSO and the EA Platforms (DP-A, DP-B, DP-J & RP-A).
The scope of work includes, but not limited to, the following:
  • Shutdown/campaign engineering upgrades/modifications works
  • Engineering design reviews, conceptual/detailed design and implementation schedule that would allow the procurement of materials, MTO checking, physical checking of materials at Client warehouses & site installation
  • Onshore/Offshore fabrication & offshore installation/ commissioning works inclusive of Logistics where required
  • Provide Specialist Vendors/Third Party support.
  • Post construction activities report. (Post-mortem) Consisting of lessons learned, safety statistics, as built drawings
2B.2 Facility Maintenance - Onshore (JV) - Category 1:
 
The scope of work shall include but not limited to the following Minor maintenance and overhauls covering SPDC onshore (Land and Swamp) Oil and Gas Facilities:
  • Routine first line maintenance checks on all plant and process equipment.
  • Shutdown/Campaign Maintenance works
  • Inspection and integrity verification services.
  • Minor Plant fabrication and installation works.
  • Development of Work packs for detailed Onshore Work Breakdown.
  • Mechanical Maintenance Services.

2B.3 Operations Support Services - Offshore (EA FPSO) - Category 1
 
  • This category scope of work covers services that support day-to-day oil and gas production on the Sea-Eagle FPSO. Service providers will report to SPDC Supervisors and team leaders (either onshore or offshore).
  • All personnel related services to be compliant with offshore minimum travel requirements, which includes:
    • A valid BOSIET certificate provided by an OPITO certified organization and maintained in renewal cycles as applicable to OPITO guidelines
    • A current Medical certificate/Fitness to work & FTW certificate must be maintained in line with SPDC FTW policies
    • Valid OSP
The scope of work includes, but no limited to:
  • Provision of Production Operations Services (e.g., Oil & Gas Operations Services, Wellhead Operations Service, Field Supervisory Service, Lab Chemistry Service)

Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and provide the following requirements:

Category 1: Facility Maintenance and Operations Support Services NC requirement:
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate. . In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.
  • Tenderer shall domicile 80% of project management man-hours in-country not limited to Interface management, Project control, planning, HSSE etc.
  • All line pipes shall be procured as bare pipes and bided only by the following NCDMB-approved Exclusive Project Acceptable Vendors list, comprising SCC Nigeria, Yulong Nigeria and Brentex or updated shortlist as may be revised by the Board and communicated to SNEPCo.
  • All line pipe coatings (thermal + anti-corrosion) shall be performed in Nigeria from functional line pipe coating yards.
  • All line pipe appurtenances including but not limited to valves, pipe fittings, flanges, including bolts and nuts, shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid Category A NCEC for the product category. 
  • All procurement of items not limited LV and HV cables, paints and protective coating, sacrificial anodes, blasting abrasive grit, etc. shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid NCEC for the product category.
  • All OEM and vendor related equipment shall be procured through Nigerian vendors with valid Category A NCEC issued by NCDMB and a valid DPR permit for the product/ service category.
  • Utilization of only Nigerian companies for 3rd party services not limited to, QA/QC inspection & testing, E&I, NDT/NDE, mechanical laboratory test, freight forwarding, pre-commissioning, weighing & COG, loadout & transportation, line pie coating, static & dynamic commissioning, welding of CRA pipeline, intelligent pipeline pigging, Medivac, catering & housekeeping, helicopter/aviation services, system completion first fills & consumables, etc.
Category 2: Engineering Services NC requirement:
  • In line with NCDMB NCEC approved guideline, SNEPCO & SPDC shall ensure first consideration is given to vendors with category 1,2,3,4 or 5 Consultancy Studies group NCEC in that order. . Only Nigerian companies having the Valid registration of COREN shall participate in this work scope
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the Contractor or 3rd party
  • Tenderer shall domicile 80% of project management man-hours in-country not limited to Interface management, Project control, planning, HSSE etc.
  • All Engineering activities - Conceptual studies, FEED, Detailed engineering etc. shall be executed in a COREN registered company having valid practicing license and ensure 100% NC man hours in country.
Category 3: Project Management & Quality Management Services NC requirement:
  • In line with NCDMB NCEC approved guideline, SNEPCO & SPDC shall ensure first consideration is given to vendors with category 1,2,3,4 or 5 Quality inspection and Quality Control group NCEC in that order.
  • Provide evidence of company Ownership Structure form CO2 and C07, registration on NOGIC JQS and DPR certificate.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.

  • Utilization of only Nigerian companies for 3rd party services not limited to, QA/QC inspection & testing, E&I, NDT/NDE, mechanical laboratory test, freight forwarding, pre-commissioning, weighing & COG, loadout & transportation, line pie coating, static & dynamic commissioning, welding of CRA pipeline, intelligent pipeline pigging, Medivac, catering & housekeeping, helicopter/aviation services, system completion first fills & consumables, etc.

Additional Information




  • All costs incurred in preparing and processing NJQS pre-qualification shall be fully bome by interested contractors.
  • This advertisement shall neither be construed as any form of offer or commitment on the part of SNEPCO and SPDC to award any contract to any company and or associated companies, subcontractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SNEPCO and SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS. For the avoidance of doubt, SNEPCO and SPDC shall not be liable for any cost, loss or damage whatsoever incurred or suffered by any interested contractor for any reason whatsoever and howsoever caused including but not limited to their participation in the pre-qualification in NJQS, inclusion in the bid list or participation in any subsequent tendering activities, and any such liability is expressly disclaimed.
  • Only Pre-qualified contractors shall be contacted and SNEPCO and SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
  • Successfully prequalified interested contractors shall be subjected to a Shell facilitated Integrity Due Diligence screening.
