The National Research Institute for Chemical Technology (NARIT), Zaria is a parastatal under the aegis of the Federal Ministry of Science, Technology and innovation.

Applications are invited for:

Title: Invitation for Expression of Interest (EOI) for Consultancy / Non-Consultancy Services and Pre-Qualification for 2022 Capital, Zonal Intervention and Constituency Projects

Preamble
NARICT is desirous of executing Capital and Zonal Intervention Constituency Projects under the 2022 Capital Zonal intervention Budget Appropriation. Experienced Firms and Competent Contractors/Suppliers are to submit Technical lid for the underlisted projects.

Eligibility Requirements
  • Evidence of certificate of incorporation with Corporate Affairs Commission Including form CACI.1 Or CAC2 & 7, Business Name is also acceptable
  • Evidence of Company's Income Tax Clearance Certificate for Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the past three (3) years (2019,2020 2021), valid till 31st December 2022
  • Evidence of current Pension Compliance Certificate valid till 31st December, 2022
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2022
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF Compliance Certificate valid 31st December, 2022
  • Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by inclusion of Interim Registration Report IRR) expiring 31/12/2022 or valid Certificate sued by the BPP
  • A Sworn Affidavit:
    • That none of the Directors of the company has been convicted in any country for criminal times related to fraudulent or corrupt practices or criminal misrepresentation or fabrication of facts relating to any matter:
    • Disclosing whether or not an officer of the relevant committees of the National Research Institute for Chemical Technology of the Bureau of Public Procurement or a former or present Director shareholder or has any pecuniary interest in the bicker and to confirm that all information presented in its bid are true and correct in all particulars.
    • Stating that the company does not at the time of this bid have any existing loan or financial liability with the bank, other financial institutions or third party that is classified as doubtful, non-performance bad or whose repayment portion has been outstanding for the last four (4 months
  • Unabridged Company's Audited Report for the past three (3)years (2019,2020 2021)
  • Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit Facility is the execution of the project when needed
  • Verifiable documentary evidence of at least three 3) projects of similar nature and completely comparable to the projects under consideration within the last five (5) years copies of letters of Award/Certificates of completion, Valuation Certificate and
  • photographs of the projects are to be attached). xii. Company's profile with the Curriculum Vitae of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers
  • For Joint Venture Partnership Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate IRR & Sworn Affidavit are compulsory for each partner
  • Category C: Evidence of accreditation by Centre for Management Development (CMD)
  • All documents for submission must be transmitted with the covering forwarding letter under the Company's Forms Letter Head Paper bearing amongst other the Registration Number(RC) as sued by the Corporate Affairs Commission (CAC) Contact Address Telephone Number (Preferably GSM No) and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page dully signed by the authorized officer of the firm.

Opening of EOI and Technical Bids
The EOI and Technical Bids will be opened immediately after the deadline for submissions 12:00 noon on Monday, 21st March, 2022 and 12.00 noon on Monday, 28th March, 2022 respectively in the Institute's Library Conference Hall in the presence of bidders or their representative. Please ensure that you sign the Bid Submission Register in the office of Head, Procurement at the Administrative Block, as the Institute, National Research Institute for Chemical Technology, Zaria will not be held liable for misplaced or wrongly submitted bids





Submission of Pre-Qualification Documents for Category A (Goods and Works)
Prospective bidders are to submit pre-qualification documents for each of the Lot desired two 2) hard copies each of the technical bids, packaged in Sealed envelopes and clearly marked as TECHNICAL BID and marked with the name of the project and the lot number addressed to:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box located at the Directorate, Administrative Block, NARIT Zaria not later than the stated closing date.

Submission of EOI Documents for Category B (Consultancy Services) and Category C (Non-Consultancy Services)




Interested Firms are to submit two (2) bound of Expression of Interest documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as stated above and clearly marked with the name of the projects and Lot number). Furthermore, the reverse of each sealed envelope should be the name and address of the bidder and drop in the designated Tender Box located at the Directorate, Administrative Block, NARICT Zaria not later than the specified closing date.

Interested Firms are to submit for the following services only under Category:
  • Architectural: Lots 16&17
  • Structural: Lots 2, 4, 5, 6, 7, 8, 10, 13, 14, 15, 16, 17, 18, 19&20.
  • Quantity Surveyors: Lot 1,2,4,8,9, 11, 12, 14, 15, 16, 18, & 21
  • Mechanical & Electrical (M&E): Lots 8, 9, 10, 11, 12, 14, 15, 16, 17, 20 & 21
General Information
  • Bids must be in English language and signed by an official authorized by the bidder,
  • Bids submitted after the deadline for submission would be returned un-opened
  • Bidders should not bid for more than two (2) Lots
  • All cost will be borne by the bidders,
  • Only the pre-Qualified bidders will be contacted at a later date for collection of financial bid document.
  • NARICT reserves the right to verify the authenticity of any claims made on documents submitted and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary NARICT is not bound to pre-Qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
