The Nigerian Correctional Service (NCoS) invites interested private sector(s) to express interest by tendering RFP / RFQ documents for the following works:




The Nigerian Correctional Service (NCoS) is statutorily expected to take into lawful custody all those duly certified to be so kept by courts of competent jurisdiction, Produce suspects and other prisoners in courts as and when due, Identify the causes of their anti-social disposition, set in motion mechanisms for their training and reform, so as to return them to the society as law abiding citizens at discharge and administer Prisons Farms and Industries for this purpose and in the process generate revenue for the government.

Title: Request for Qualification / proposal (RFQ/RFP) for Invitation of Concessionaires for the Concession of the Nigerian Correctional Service PPP Underlisted Projects

Preamble
The Nigerian Correctional Service (NCoS) through the Federal Ministry of interior wish to partner with the private sector to deliver a suite of identified, prioritized and approved Public Private Partnership (PPP) Projects.

Scope of Work
These projects namely:
  • Diary/Yogurt Processing Factory, Sokoto
  • Industrial Water/Fruit Juice Factory, Daura, Katsina
  • Ceramic Industry at Auchi, Edo
  • Industrial Rice Mill Factory, Lakushi, Plateau
  • Industrial Furniture Factory, llesha Osun
  • Drug Compounding/Pharmaceutical and Bottie Water Factory, Kuje, FCT
  • Drug Compounding/Pharmaceutical and bottle water Factory, Orji River, Enugu
  • Industrial Soap Factory, P/H, Rivers
  • Industrial Printing Press Factory Akure, Ondo
  • Industrial Printing Press Factory, Kirikiri, Lagos
  • Bakery Factory at Benin, Lagos, Calabar, Dukpa, Kakuri, Kaduna and Janguza, Kano.
  • Cattle Ranching/Dairy at Bislam, Sokoto
  • Cattle Ranching/Dairy, Okigwe, Imo
  • Palm Oil/ Rice Milling Production Factory, Ozalla, Edo
  • Maize/Other Grains Production Factory at Saminaka, Kujama& Kakuri, Kaduna
  • Plantain, Banana, Yam and Cassava Processing Industry, Itu & Elele Farm Centres
  • Relocation/ Landswapping in 6 Geopolitical Zones
  • Industrial Laundry Service, Kuje
  • Industrial Water/Fruit Juice Factory, Itu, Akwa Ibom
  • Plantain, Banana, Yam and Cassava Processing Industry, Adim Farm Centres, Cross River 
  • Fruit juice Production Factory, Iga Okpaya and Jato - Oka Farm Centers Benue state.
Note: All projects listed above will be delivered under a concession arrangement and fit for purpose PPP model for the respective projects. The suite of PPP are largely green field projects with brown field components.

As part of the PPP procurement process, NCOS hereby invites experienced and reputable Concession firms/Consortium to submit Request for Qualification/Request For Proposal to provide a broad range of concession proposals covering the above listed PPP projects development and procurement activities that will culminate in the presentation of an Outline Business Case (OBC) for approval, and the preferred concessionaire(s) for the suite of PPP above listed project for a full business case submission for onward approval by federal Executive Council (FEC).





Mandatory Requirements
Prospective Concessionaire Firms/Consortium should submit RFQ/RFP detailing the following information as basis for qualification on Request for Proposal (RFP). Mandatory (without which company will be disqualified):
  • Evidence of business registration with Cooperate Affairs Commission (CAC) (Nigerian companies), Certified True Copy (CTC) of memo & Article of Association,
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31" December, 2022
  • Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is Nsom and above);
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.
  • Others:
    • Verifiable evidence of participation in similar scheme with verifiable reference of related services rendered in the last three years in sub-saharan African (attach letters of engagement).
    • Verifiable Corporate profile of the firm showing ownership structure and including CV of key personnel supported by Professional licenses, registered address, GSM phone numbers(s), facsimile number(s),
    • Verifiable Audited accounts in the last three (3) years (2019, 2020 & 2021) duly stamped by licensed Auditors.
    • Verifiable references of satisfactory performance on similar projects from at least three (3) previous clients,
    • Track record of successful closing of PPP concession detailing roles played in at least five (5) PPP transactions covering Correctional Services, Real Estate Development, National Security or Intelligence Services and Integrated mechanized farming projects in emerging markets during the past five (5) years (at least one of which should have been in the past three (3) years). Upon receipt of RFQ/RFP from prospective Concessionaires, the NCOS in line with the National Policy on PPP guidelines and BPP guidelines on selection of Concessionaires shall evaluate the submissions and prequalify applicants. The successful Concessionaires will be competitively selected in accordance with the procedures set out in the ICRC and BPP Standard Request for Proposals (RFP) for the selection of Concessionaire firms (Complex Lump Sum) January 2021.
Application Closing Date
12:00 noon Monday, 9th May, 2022.

Opening of Documents
All submission will be opened at 12:00 noon, Monday 9th May 2022 at the Pavilion of Nigeria Correctional Service Headwaters Office, Airport Road Abuja.

Submission of Documents
RFQ/RFP must be submitted in Six (6) copies in a sealed envelope clearly marked "Request for Qualification/Proposal" For the Concession od any of the Suite of PPP listed projects above. Submission of the above should include a soft copy version.

Interested Concessionaire may also obtain an overview of Services to be provided and other information at the address above from 8.00am - 4.00pm, Monday through Friday.





Note
  • RFQ/RFPs should be submitted in English language and pre-qualified applicants will be contacted.
  • The publication of the RFQ/RFP does not constitute or form any obligation on the part of the NCOS.
  • Submitted Tax Clearance Cert., CAC Cert., ITF Cert., PENCOM Cert., etc. will be screened through the security Agencies.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency:
  • Bidders can submit through Post (Courier Services)
  • Only shortlisted firms will be contacted.
  • The Nigerian Correctional Service is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
