Expression of Interest (EOI) at the Edo Development and Property Agency (EDPA)

Edo Development and Property Authority (EDPA) was created by the law of Bendel State Edict No. 3 of 1969 as Amended by Edict No. 11 of 1979. It had powers ranging from Planning to development, acquisition and sales of landed properties. It developed several estates over the years and following creation of Edo & Delta States and the sharing of assets. It now has estates in Benin, Ekpoma, Auchi, Sabongida-Ora, Igueben, Irrua to mention a few. EDPA managed assets on behalf of Edo State Government.

Applications are invited for:

Title: Expression of Interest (EOI) to Finance, Develop, Build and Sell High-End Luxury Apartments Within the Government Reserved Ares (GRA) in Benin City, Edo State, Under a Public-Private Partnership (PPP)

Preamble
Edo State Development and Property Agency (EDPA) invite interested Real Estate Developers with a proven track record of performance for developing high-end real estate projects to indicate interest by submitting EOI documents for the development of two (2) of her prime properties in the government reserved area (GRA) in Benin City, Edo State.

Scope of Work
Prospective developers are now invited to submit an expression of interest (EOI) in any of the following properties:

• Property 1:
  • Current Use: Undeveloped land designated for residential use.
  • Location: Okoro-Otun Avenue GRA Benin City. It's close to Edo State Government House, Golf Course, and Benin Airport
  • Land Size: The land measures approximately 9,519sqm
  • Proposed development: High-end residential estate with various types of accommodation

Interested developers should send an email titled "Okoro-Otun Avenue Property Development" to: edpa@edostate.gov.ng with documents listed under the "General Instruction" below.

• Property 2:
  • Current Use: Undeveloped land designated for residential use.
  • Location: Reservation Avenue GRA Benin City. It's close to Edo State Government House, Benin Club, Benin Airport and overlooks the Golf Course.
  • Land Size: The land measures approximately 7,755.51sqm
  • Proposed development: High-end residential estate with various types of accommodation

Interested developers should send an email titled "Reservation Avenue Property Development" to: edpa@edostate.gov.ng with documents listed under the "General Instruction below.

• Company Profile
• CAC Certificate of Incorporation
• Particulars of the Directors
• List of key personnel & resources
• List of relevant developments undertaken.
• Credible evidence of funds or ability to raise finance.

• Please note that all submissions made are confidential and primarily meant for a pre-qualification stage for selecting developers towards the Request for Proposals.
• The selection criteria would be based strictly on evidence of financial capability, credible track record of executing development projects, relevant development experience, key resource persons, and registration with appropriate government and professional agencies.
