SOS Children's Villages Nigeria is one of 137 Member Associations working under the umbrella of SOS Children's Villages International, an international non-governmental social development organization that works with all our stakeholders to find the most appropriate response to the situation of children at risk of losing parental care and those without parental caro.
In Nigeria, we collaborate with the Federal Ministry of Women Affairs and all relevant stakeholders, focusing on the child's development into a self-supporting and contributing member of the society. Since 1973, we have been active in Nigeria, with footprints across the country in Lagos, Ogun, Plateau, Oyo, Edo, Kaduna and Bomo States as well as the Federal Capital Territory.

Title: Request for Proposal (RFP) for the Development of National Guidelines for the Alternative Care of Children
Project Overview
Nigeria's Federal Ministry of Women Affairs estimates that there are 17.5 million orphans and vulnerable children (OVC) nationwide. These children face enormous challenges to their health and development and it is estimated that 95 percent of OVC do not receive any type of medical, emotional, social, material, or school-related assistance (National Population Commission, Federal Republic of Nigeria, and ICF International 2013). Childhood malnutrition is one of the major causes of childhood morbidity and mortality in Nigeria and a cross-sectional study of 2015 revealed that more than a quarter of OVC studied showed symptoms of mild to moderate malnutrition.
In addition, close to 70 percent experienced household food insecurity, putting them at risk for malnutrition (Tagurum et al. 2015). This shows that there is a need to have clear guidelines and framework to support OVCs in the country.
This project is an extensive consultation and collaboration across Government MDAS, CSOS and Child care service providers. The project focuses on the provision of alternative care as practised in the country by reviewing the current practices, limitation/challenges and the various options of care available in the country. The project will providing information and guidance on the improvement of the practice of alternative care and ultimately the development of a guideline on alternative care for children to improve the frame work of care and practice for children in need of alternative care.
Scope of Work
The project will be carried out in 3 stages:
Stage 1:
- Undertake desk study analysing all documents regarding Child's Right Act. Child Protection, UN Guideline on alternative care etc. These documents will be sourced by the consultant who will then use the information to plan for engagement with key informants and other stakeholders.
Stage 2:
- At this stage, the consultant will hold discussions and interviews with key informants from the FMWA, SMWAS, MDAS, SMDAS, Child Care service providers and other relevant stakeholders. This stage also involves the development of data/information gathering tools that will enable stakeholders get information on the current practices and processes on alternative care across the country. The information gathering tools/templates will be submitted to FMWA/SOSCV Nigeria as this will be used by stakeholders for routine research and data collection activities.
Stage 3:
This involves the drafting and review of the draft guideline on Alternative Care:
- The first draft report(s) should be submitted by electronic transmission to SOS CV Nigeria/FMWA, no later than 14 (fourteen) calendar days after the consultant's return from the field.
- A validation meeting will then take place, where stakeholders will give feedback on the first draft.
- The final draft will be submitted to SOS CV Nigeria/FMWA no later than 7 (seven) calendar days after the validation meeting and should incorporate the inputs made at the validation meeting.
Deliverables
- Review and documentation of relevant information and policies on the Child care practices (CRA, UNCRC, UN Alternative Care Guideline, CRA, CRLS and other relevant national policy documents)
- Engage government MDAS, UN Agencies, CSOs and Child Care Service Provides and other relevant stakeholders and document findings
- Development of national data collection tool for information gathering on level and status of alternative care implementation in Nigeria
- Development of a draft guideline for Alternative Care
- Facilitate Guideline validation meeting with stakeholders.
- Finalize based on validation inputs and produce the final draft of the National Guideline for Alternative Care of Children
Timeline of the Guideline Development:
- The timeline for the development of the guideline will be from 20 working days spanning May 2nd to July 29th 2022. Total number of consultancy days will be 20 days.
Competencies and Experience:
- Profile of the consultant/agency
- Experienced in child's rights, child protection & alternative child care
- Ability to synthesize large amounts of information to identify underlying trends and patterns
- Proven familiarity and expertise with analytical techniques and modeling of complex systems
- Demonstrated experience documenting processes and/or writing scientific research articles
- Good facilitation and interpersonal skills
- Proven experience in data collection and evaluation methods . Strong skills in coordinating teamwork
- Strong analytical and conceptual skills
- Excellent writing and communication skills
- Ability to transfer complex concepts/ideas into practical and simple language
- Good understanding of Nigeria's child welfare system
Evaluation of Proposal
- All proposals received (Technical and Financial proposals) will be evaluated based on the requested proposal information and on cost-vs-benefits basis.
