Enugu State Government is requesting for:

Title: Invitation for Consolidated Pre-Qualification for the Year 2022 in Enugu State

Preamble
The Enugu State Government is committed to providing adequate physical and socio-economic infrastructure and other services for sustainable and equitable development in the state. In line with this policy, the State Government is willing to embark on the following.

Scope of Work
Engineering Works:

• Roads
• Buildings
• Electrical
• Streetlight Installation and Maintenance
• Mechanical
• Water, etc.

Consultancy Services:

• Engineering Works Services: Road, Buildings, Electrical, Streetlights, Mechanical, Water, etc.
• Health Services
• Accounting/Finance Services
• Management Services
• Agro/Veterinary Services, etc

Procurement Services:

• The Enugu State Government, through the State Ministry of Works and Infrastructure invites Expression of Interest (E.O.I) from interested Contractors and Consultants in various disciplines - Accounting/Finance, Engineering, Agro/Veterinary, Management, etc with proven track record of experience and competence in the mentioned fields for pre-qualification for the year 2022.

Selection Criteria
Enugu State Government invites eligible organizations to express their interest in providing the mentioned services. Interested organizations must provide the following:

Engineering Works:

• Administrative / Legal / Financial Requirements:
  • Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.
  • Evidence of registration as a contractor in the Category D with Enugu State Ministry of Works and Infrastructure.
  • Evidence of Company Tax Clearance for the past three (3) financial years (2019, 2020& 2021).
  • Evidence of Audited Account for the past three (3) financial years (2019, 2020 & 2021) duly certified by ICAN ANAN, or any other qualified and registered Auditing Firm etc for Limited Liability Companies.
  • Evidence of VAT Registration and remittance.
  • Evidence of ITF Certification
  • Summary of company's current account statements from its bank for the last year (2021)
  • Authority to verify information of the company's financial ability if necessary from its Bankers.
  • Bank Reference from a reputable commercial bank
  • Evidence of payment of non-refundable pre-qualification fee N200,000.00 (Two hundred thousand naira) only for road construction and #100,000.00 (One hundred thousand naira) only for Buildings, Electrical, Streetlight Installation and Maintenance, Mechanical, Water, etc
• Method of payment: The payment MUST BE PAID ONLY to:
  • Bank: First Bank of Nigeria Plc (FBN) Enugu Main Branch, Okpara Avenue Enugu
  • Acct Name: Enugu State IGR-TSA
  • Purpose: Tender Fee, Ministry of Works and Infrastructure, Enugu.
  • Depositor: Company Name. (The deposit slip and computer printout from bank MUST be presented to the Finance and Accounts Department, Ministry of Works and Infrastructure, Enugu State for issuance of State Official Receipt, a copy of which is required in all related correspondences).
• Technical Requirements:
  • Company's corporate profile.
  • List of key personnel of the company and functional telephone number(s)
  • Curriculum Vitae, evidence of academic qualifications and relevant professional certificates (COREN, CORBON, ARCON, etc) of key personnel.
  • Evidence of relevant and verifiable similar job experience. Interested organizations are required to attach evidence of signed completion certificate(s) from clients to support claim.
  • List of Plants and Equipment-attach evidence of ownership where applicable.

Consultancy Services:

• Administrative / Legal / Financial Requirements:
  • Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 in case of Limited Liability Companies.
  • Evidence of Business Registration with CAC in case of Sole Proprietor/Partnership.
  • Evidence of registration as a consultant in the Category D with Enugu State Ministry of Works and Infrastructure.
  • Evidence of Company Tax Clearance Certificate for the past three (3) financial years (2019, 2020 & 2021) or Income Tax Receipts of Proprietor or Partners, for Sole Proprietorship or Partnership organization.
  • Evidence of Audited Account for the past three (3) financial years (2019, 2020 & 2021 )duly certified by ANAN/ICAN or any other qualified and registered Auditing Firm for limited liability companies.
  • Evidence of VAT registration and remittance for limited liability companies or Tax Identification Number of Proprietor or Partners, for Sole Proprietorship or Partnership organization.
  • Summary of organization's statement of account from its bank for the last year (2021)
  • Authority to verify information of the organization's financial ability if necessary from its Bankers.
  • Bank Reference from a reputable commercial bank.
  • Evidence of payment of N100,000.00 (One hundred thousand naira only) non-refundable pre-qualification fee.
• Method of payment: The payment MUST BE PAID ONLY to:
  • Bank: First Bank of Nigeria Plc (FBN)
  • Enugu Main Branch, Okpara Avenue Enugu
  • Acct Name: Enugu State IGR-TSA
  • Purpose: Tender Fee, Ministry of Works and Infrastructure, Enugu.
  • Depositor: Organization Name. (The deposit slip and computer printout from bank MUST be presented to the Finance and Accounts Department, Ministry of Works and Infrastructure, Enugu State for issuance of State Official Receipt, a copy of which is required in all related correspondences).

  • Organization's Profile.
  • Certificate of Registration with COREN, ARCON, QSRBN, CORBON, SURCON, ICAN, ANAN,VCN, NIM, etc and current 2021 practicing license as a consulting firm or Partners where applicable
  • List of key personnel of the organization and functional telephone number(s).
  • Curriculum Vitae, evidence of academic qualifications and relevant professional certificates (COREN, ARCON, QSRBN, CORBON, SURCON, ICAN, ANAN, VCN, NIM, etc) of key personnel.
  • Evidence of relevant and verifiable similar job experience. Interested organizations are required to attach evidence of signed letters of award from clients to support claim.
  • Implementation Tools - attach evidence of ownership where applicable.

Submission of Documents
All submissions of the pre-qualification requirements should be in two sealed envelopes, clearly marked on the top left corner: "Invitation For Pre-Qualification As A Major Contractor In Enugu State," Or "Invitation For Pre-Qualification As A Consultant In Enugu State" Or "Invitation For Pre-Qualification For Procurement Services In Enugu State" where applicable, addressed and submitted to the HOD (PRS) at the:
Permanent Secretary,
Enugu State Ministry of Works & Infrastructure,
State Secretariat,
Enugu State.

Note

• All expression of Interest must be signed by an officer authorized to bind the organization to a contract.
• Sworn affidavit disclosing that they do not have any Director who have been convicted for any criminal offence relating to fraud, financial impropriety, criminal misrepresentation or falsification of facts relating to any matter.
• Due Diligence to be followed; any discrepancy found may lead to automatic disqualification.
• Only Pre-qualified contractors will be invited to tender for financial bidding in Enugu State for the year 2022.
• Sworn affidavit authenticating documents submitted.
