The African Union (AU) is a continental union consisting of 55 member states located on the continent of Africa. The AU was announced in the Sirte Declaration in Sirte, Libya, on 9 September 1999, calling for the establishment of the African Union.

Background
The African Union (AU) is a Pan African continental body consisting of 55 African countries. With just a year to the end of the 2014-2023 First Ten Year Implementation Plan of Agenda 2063 (FTYIP), the African Union intends to hire a consultancy firm to conduct the evaluation of the FTYIP. The Evaluation will be supported by an African and Africa based firm with the support of the AU Technical Working Group (AUC, RECs, AUDA-NEPAD, ACBF, UNECA, AfDB, JSSO, APRM, PAP) on Agenda 2063 and coordinated by the Division of Policy Analysis and Research and Coordination of Agenda 2063 in the AUC Office of Strategic Planning and Delivery (OSPD).

Agenda 2063 is a blueprint for the socio-economic development, transformation and integration of the African continent spanning a fifty-year period. The Agenda was adopted in January 2015 at the 24th Session of the African Union (AU) Assembly of Heads of State and Government meeting in Addis Ababa, Ethiopia.

The adoption of Agenda 2063 was a culmination of inclusive and broad-based consultations, which preceded its development. The development of Agenda 2063 adopted an inclusive approach as it considered voices of African citizens in the Diaspora, Civil Society, Member States, Regional Economic Communities (RECs), Regional Mechanisms and African Union partner Institutions such as the United Nations (and its agencies) and the African Development Bank.

The formulation of Agenda 2063 also involved in-depth and comprehensive assessment of African development experiences, through reviews of a number of already existing African Union development frameworks including the Lagos Plan of Action, Abuja Treaty, New Partnership for Africa’s Development (NEPAD), Minimum Integration Programme, the Comprehensive Africa Agriculture Development Programme (CAADP) and many others. Also reviewed were Regional Economic Communities (RECs) Strategic Frameworks and Member States (MS) national development and sectorial plans

The Agenda 2063 First Ten Year Implementation Plan (FTYIP) – 2014 to 2023 - and 10 Flagship Projects were later on adopted in June 2015, at the 25th Session of the AU Assembly of Heads of State and Government meeting in Johannesburg, South Africa. As a result of subsequent AU Assembly decisions, the Agenda 2063 Flagship Projects later increased to 15. The adoption of Agenda 2063 FTYIP and Flagship projects was followed by concurrent implementation and mainstreaming of Agenda 2063 goals and priorities into AU Organs, RECs and Member States respective development frameworks. Thereafter the following frameworks were adopted to facilitate its implementation:
  • Agenda 2063 FTYIP Monitoring and Evaluation (M & E) framework, Core Indicators Handbook, M & E Guidelines to facilitate tracking and reporting on the implementation of the Agenda 2063 FTYIP.
  • Agenda 2063 Financing and Domestic Resource Mobilization Strategy, which outlined a range of strategies Africa could pursue to finance her own development AND
  • Agenda 2063 Communication Strategy, whose goal is to continuously engage Africans from all walks of life and the Diaspora were developed
Specific Objectives
The Overall objective of the Evaluation is to assess achievements made of the implementation Agenda 2063, more particularly, the actual results and/or expected results of the FTYIP and to draw key lessons that will inform the development of the STYIP of Agenda 2063. More specifically, the Evaluation seeks to:
  • Assess and bring out evidence-based understanding of performance and progress attained at all levels (Member States, RECs, Regional Mechanisms, and Continental) on the specific Agenda 2063 goals and targets as set out in the FTYIP including reflecting on the implications and impact of continental and global trends (including the COVID-19 pandemic) on Africa’s developmental ambitions
  • Assess the extent to which institutional synergies and complementarities were exploited in the coordination of and collaboration on Agenda 2063 FTYIP by AUC, other AU Organs and technical Agencies, RECs and Regional Mechanisms (RMs)
  • Assess the progress of implementation of the 15 AU Agenda 2063 Flagship Projects and
  • Clearly define priority areas of focus and their Critical Success Factors (CSFs) for the STYIP based on experiences and lessons learnt from the implementation of FTYIP
Experience and Qualification
To undertake this assignment, the African Union seeks to hire a competent African and Africa based consulting firm with a team of professionals having extensive knowledge and experience in conducting evaluation of complex development frameworks with high-quality deliverables under tight deadlines. The consulting firm for the FTYIP evaluation should have existed for a minimum of 10 years with proven working experience working with pan African institutions and familiar with development challenges in Africa. In addition, the profile of the firm should meet the following requirements:
  • Registered Business Company in one of the 55 Member States of the African Union.
  • Has at least 10 years of proven track record in conducting evaluations of development plans or strategies in African countries.
  • Has successfully undertaken a similar assignment in African context.
  • Familiar with development cooperation practices and has proven working experience in different regions of African; and
  • Has adequate staffing with required skills and language mix to undertake the assignment within the specified period.
