Nasarawa State Government is requesting for:

Title: Request for Expression of Interest (EOI) - Operation & Maintenance of a Waste Material Recovery Facility, and a Modern Abattoir

Preamble

Nasarawa State Government is desirous of optimizing some of its critical assets by leveraging private sector innovation, skill, and capability. This is anchored on its COVID-19 Economic Response Plan. It is also in line with the State's vision to be among the top three most competitive states in Nigeria by 2023, in terms of sustained accelerated growth, increased economic opportunities, and improved lives of its citizenry, as enshrined in the Nasarawa Economic Development Strategy (NEDS).

The State through its Investment Promotion Agency (i.e NASIDA), initiates, promotes, facilitates, and coordinates investments in the State through Greenfield, Public-Private Partnerships, Privatisation, Concessions, and Commercialisation of state-owned assets to further optimize the benefits of its sanitized business environments.

In line with the above, the State wishes to put forward the following
  • That it has received unsolicited proposals for the operation and maintenance of "A Waste Material Recovery Facility (This is located in Angwan Rere, LGA) and a "Modern Abattior" (This is a mechanized abattoir with the capacity to process 120 cows in a day situated in Keffi LGA
  • In order to ensure transparency, competition and value for money whilst recognizing the value of the proposal and the detailed pre-investment studies NASIDA would be using a Swiss Challenge procurement method, which requires that if the original project proponent is not the most responsive bid, it will be given the right of first refusal to match the most responsive bid and win the concession. However, if it is unable or unwilling to match the most responsive bid, the most responsive bidder would become the preferred concessionaire/investor. This is in line with its State's PPP framework as enshrined in the NASIDA Law 2020.
The State, therefore, invites credible investors and operators to send in their Expression of Interest for the Overall management of the Waste Material Recovery Facility, or the Modern Abattoir.

EOI Requirements
The Expression of Interest should include the following documents:
  • A cover Letter
  • Certificate of registration with Corporate Affairs CETTI (CAC).
  • Company Profile (including Tax Clearance Certificate, and Audited Accounts for the last three years)
  • Proof of experience
  • Any other relevant attachments Proof of registration with the Nasarawa Bureau for Public Procurement
Application Closing Date
4:00pm (Nigerian Time) 15th April, 2022.

Additional Information
  • Interested firms, a consortium of firms, or associations of eligible firms shall provide information on their experience and capacity while demonstrating their ability to finance and manage the preferred facility (documentation, references, expertise, etc).
  • The eligible criteria, shortlisting, and selection procedure shall follow the NASIDA Law (2020) and the Nasarawa State Public Procurement Law (2020), and other relevant state regulations
  • The state is under no obligation to engage any firm or group of firms that send in an Expression of interest.
