The Nigeria Police Force invites interested and competent contractors to indicate interest by submitting pre-qualification documents for the following works:




The Nigeria Police Force is the principal law enforcement and the lead security agency in Nigeria. Designated by the 1999 constitution as the national police of Nigeria with exclusive jurisdiction throughout the country, as at 2016 it has a staff strength of about 371,800.

Preamble

in compliance with the due process requirements for the procurement of Works, Goods and Services in Federal Government's Ministries, Departments & Agencies, the Nigeria Police Force invites competent contractors to apply for pre-qualification for Construction /Rehabilitation works and the procurement of Goods and Services in categories below (lots 1-21)

Scope of Work
Lot 1 - Construction/Rehabilitation (Works)
  • Construction:
    • Construction of Residential/Office Accommodation and facilities in Police Formations and Training Institutions in all States of the Federation
  • Rehabilitation:
    • Rehabilitation of Residential/Office Accommodation and facilities in Police Formations and Training Institutions in all States of the Federation
Lot 2 - Communications:
  • Lot 2a: Procurement of Digital Communication such as portable Radio, Repeater Stations, Base/Mobile Transceiver, Solar Power Backup and Inverter System including provision of Communication infrastructure in Police Formations and Commands
  • Lot 2b: Procurement and Installation of PABX with 200 Extension lines including Console and Cabling in Police Formations and Commands
  • Lot 2b: (Public Relations & Complaint Resolution)
  • Lot 2c: Procurement of Public Relations Equipment for Public Relations Unit at FHQ, Formations & State Command
  • Lot 2d: Establishment of Police (FM) Radio Station
  • Lot 2e: Procurement of Equipment for resolution of Public Complaints against Police Activities

  • Procurement of Workshop, Ground handling Equipment, Aircraft Spare Parts Installation and Reactivation of Aircraft Components
Lot 4 - Marine:
  • Procurement and maintenance of Police Boats/Marine Workshop Equipment and Personnel Protective Gears
Lot 5 - Canine:
  • Procurement of Dogs Handling Equipment, Breeding and Feeding Cost
Lot 6 - Veterinary:
  • Development/Management of Police Veterinary Centres & Diagnostic Laboratory at FHQ Abuja and States Command
Lot 7 - Mounted Troop:
  • Procurement of Police Horses, Mounted Troop Accessories & Feeding
Lot 8 - Transport:
  • Lot 8a: Procurement of Patrol Vans with Installed Communication Equipment configured to  Police specification.

  • Procurement of Equipment/Workshop and Production of Police Annual Reports for Research & Development

  • Procurement of Equipment for the implementation and operation of Public Sector Financial Reform in Police Finance Office

  • Procurement and Update of Police Band Instruments and Accessories for Drill Training
Lot 16 - Insurance:
  • 16a; Procurement of Group Life Assurance Scheme Underwriters/Brokers,
  • 16b: Procurement of Group Personal Accident Scheme Underwriters/Brokers,
  • 16c: Procurement of Property Insurance Scheme for Police Buildings, Marine Boats, Aircrafts, Hangar Premises in Abuja and Lagos, for 2022 Policy Year

  • 17a: Procurement of Hospital Equipment and Consumables
  • 17b: Health Systems Management Services
Lot 18 - Printing:
  • Upgrade/Modernization of Police Printing Press and Accessories Procurement of Personnel Deployment Equipment and Accessories;
Lot 19 - Peacekeeping:
  • 19a: Procurement of Hospital Equipment and Consumables
  • 19b Upgrade & Extension of Peacekeeping Centre
Lot 20 - Board Of Survey & Enquiry;
  • Auctioneers for disposal of Unserviceable items that are considered Beyond Economic Repairs (B. E. R.) and other Obsolete Metal Scraps at various Police Commands and Formations by Public Auction
Lot 21 - Training:
  • Lot 21a: Procurement of Teaching Aids for Training Institutions
  • Lot 21b: Upgrade of Training Equipment in Police Training Institutions
  • Lot 21c: Procurement of Educational Materials for Police Collages and Training Institutions
  • Lot 21d: Feeding of Personnel at Police Training Institutions
  • Lot 21e: Procurement of Educational Learning Tools for Primary & Secondary Schools
  • Lot 21f: Upgrade of Laboratory in Police Primary and Secondary Schools
Pre-Qualification Requirements
  • Submission of Company's Profile containing the following L Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.
  • Evidence of Company's Tax Clearance Certificate for the last three (3) years (2019, 2020 and 2021) expiring on 31" December, 2022;
  • Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above),
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31" December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual tumover is N50m and above)
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance certificate valid till 31st December, 2022
  • Evidence of registration on the Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31" December, 2022 or valid certificate issued by BPP
  • Sworn Affidavit: disclosing whether or not any officer of the relevant committees of the Nigeria Police Force or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in bid are true and correct in all particulars; that none of the Company's Director has been convicted of any financial fraud in any
  • List of key personnel (Technical and Administrative) including photocopies of staff qualification and current pay slip
  • List of Plant and Equipment with proof of ownership if owned or Lease Agreement if it is to be hired;
  • At least three (3) previous works successfully completed in the last five (5) years with letters of award and Final Completion certificates attached, and Valuation Certificate if on-going;
  • Company's Audited Accounts for the last three (3) years - 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS)
  • Auctioning Licence (LOT 20 only) xiii Insurance (LOT 16 only):
    • Underwriters: Operational Licence issued by NAICOM, Valid and adequate re-insurance Treaty arrangement and Certified True Copy of Audited Accounts approved by NAICOM;
    • Insurance Brokers: Valid Operational Licence Certificate issued by NAICOM; Certified True Copy of Audited Accounts approved by NAICOM, Valid and current professional indemnity policy with limit of indemnity not less than N10 million for protection against wrong advice;
  • Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;
  • For Supply of Medical Equipment; Letters of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria xvi For Supply of other Equipment: letter of Authorisation from the Original Equipment Manufacturer (OEM)
  • Evidence of direct dealership with ASTRAA Manufacturer (Lot 2b only)
  • All documents for the submission must be transmitted with a Covering/Forwarding letter under the Company Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number preferable GSM No., and e-mail address. The Letter Head must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the company.

12:00 noon Wednesday, 27th April, 2022.

Opening of Pre-Qualification Documents

The pre-qualification documents shall be opened immediately after the deadline for submission at 12:00 noon Wednesday, 27 April, 2022 at the Department of Logistics & Supply (Works), Garki II opposite old Central Bank, Abuja.

Submission of Pre-Qualification Documents

Pre-qualification documents (1 original, 1 copy) should be neatly packaged in a sealed envelope and marked at the top left-hand corner "Confidential Pre-Qualification Document" stating the LOT and Addressed to:

Nigeria Police Procurement Planning Committee, Nigeria Police Force,
Louis Edet House,
F.C.T - Abuja.


The Sealed envelope should be deposited in the tender box provided for this purpose at Nigeria Police Department of Logistics & Supply (Works), Garki la opposite old Central Bank, Abuja not later than the specified closing date.

Please Note
  • The notice of 'Invitation for Pre-qualification shall not be construed as commitment on the part of the Nigeria Police Force, nor shall it entitle any company to make claims whatsoever or seek any indemnity from the Nigeria Police. Presence of bidders/ representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  • Bidders can submit through Post (Courier Services). Only the pre-qualified bidders will be invited at a later date for collection of Tenders documents. The Nigeria Police Force is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
