Preamble
Newcross Exploration and Production Company Limited, on behalf of NNPC/NewcrossEP Joint Venture hereby invites reputable and competent Nigerian Companies with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bid list for the above contract. The proposed contract will commence from Q4 2022 and remain active for two (2) years firm duration with extension option duration of one (1) year.
Scope of Work
The scope of work consists of all activities required only in the Provision of Catering Services. This shall involve the following activities:
- Provide fresh foodstuff and cleaning consumables and stock them in a professionally acceptable manner and contractual quantities.
- Ensure that each meal has sufficient food ingredients as specified in the recipe menu.
- Ensure that the menu served is in line with the officially agreed menu.
- Provide a 4-course meal (starter, salad, main meal and dessert) in the specified field location. This may be served either by a-la-carte or buffet presentation as the need arises.
Mandatory Requirements
- To be eligible for this exercise, interested Tenderers are required to be pre-qualified in the 3.18.03 (Catering Services Category). A contractor that is registered within this product category is eligible for the tender process on the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive a Technical Invitation to Tender (TT).

- To initiate the JQS pre-qualification process, access http://vendors.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
- To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system
- Tenderer shall provide copies of CAC registration forms CO2 & C07 and provide details of your corporate ownership structure in percentages showing the percentage of Nigerian shareholders and also provide evidence of registration on the NCDMB NOGIC JQS
- Evidence shall be made by the bidding contractors of their Procurement Certifications obtained from NCDMB.
- Materials and equipment procurement and first consideration to goods manufactured in Nigeria.
- Note: Operator to provide in tabular form the schedule for materials and equipment to be used for the service, the NC target planned to achieve and complete population of table below and insert into the Plan. Where a specific item has been Scheduled in the NOGICD Act and the minimum NC target cannot be achieved at the beginning of the contract, in line with Section 11 sub-section 4 of the NOGICD Act, Operator shall submit to NCDMB (The Board), an application for waiver to allow the contract to utilize an alternative NC target to be approved by NCDMB.
- Tenderer shall demonstrate detailed description of the location of in-country committed facilities & infrastructure (assets, technical office, and administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc.) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up.
- Tenderers to provide a description of contractor-specific training, skill development and understudy plan for Nigerian personnel in key areas. In line with NCDMB National Human Capacity Development Initiative, Tenderer to provide details on contract-specific training plan and man-hours for Nigerian Nationals.

Nigerian Content
Tenderers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 as non-compliance will constitute a FATAL FLAW in all tender evaluations. In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
- Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria
- International or multinational companies working through a Nigerian subsidiary must demonstrate that a minimum 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and indicating those that will be owned by the Nigerian subsidiary
- Furnish details of company ownership and shareholding structure. Also submit clear photocopies of CAC Forms CO2 and CO7
- Provide evidence of what percentage of key management positions are held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Provide a Nigerian Content Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
- State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop; attach past experience of such patronage.
- Specific to this project, provide detailed plan for human capacity building of the National skill pool on the project-specific courses as stated in the ITT (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
