Invitation to Tender / Expression of Interest (EOI) at the National Space Research and Development Agency (NASRDA)

The National Space Research and Development Agency (NASRDA) is the national space agency of Nigeria. It is a parastatal under Federal Ministry of Science and Technology. The agency is based in the Nigerian capital city of Abuja in the Lugbe district and has a ground receiving station, among various other sites.

Applications are invited for:

Title: Invitation to Tender (Technical and Financial) and Expression of Interest for Various Projects at NASDRA Headquaters and Centres Under the 2022 Capital Appropriation

Preamble
The National Space Research and Development Agency and its Centres invites qualified, interested and credible Contractors, Suppliers and Service Providers to tender for the following Lots of Goods, Works and Services under the 2022 Capital Appropriation.

Scope of Works / Goods / Services
Category A - Goods:

• Procurement of Scientfic and Mechanical Equipment
• Procurement of Air conditioners
• Procurement of Software Hardware, Licenses etc
• Procurement of Furniture and Office Equipment
• Procurement of Empowerment Equipment Training Kits, Medical Supplies and Machines

Category B - Works:

• Supply and Installation of Solar Power Systems
• Renovation Construction of Buildings
• Construction Maintenance of Roads. Culverts Drainage, Kerbs and Walkways
• Construction Maintenance of Boreholes
• Electrification Maintenance of Electrical Installations, Generator Sets
• Procurement and Installation of Security Equipment, Infrastructure, etc

Category C - Services:

• Capacity Building Workshop for Youths on Technology Skills in Anambra, Ondo, Lagos, Imo, Plateau, Edo Central, Edo South Jigawa Lagos, Oyo, Yobe State
• Entrepreneurship/Vocational on ICT in Kano
• Provision of Medial Outreach in Sokoto Stale
• Training of individuals on Entrepreneur ICT based Skils Aquaponic /Agrobusiness/Artisanship in Edo State, Adamawa State, Ebony State
• Training Empowerment of Women/Youths in Enugu Stale, Akwa Ibom State

Category D - Zonal Intervention Projects

• Construction Renovation of Buildings in Enugu State, Akwa bom State
• Grants to Small Businesses and Individuals in Bende Federal Construency, Abia State
• Procurement of Plant and Equipment
• Asphalting of Isiukpogweneto Road, Ogba, Nkpologu Uzo Uwani LGA of Enugu State
• Construction and Installation of Solar Powered Boreholes, Street Lights in Enugu and Imo State
• Medical Outreach for Tangaza/Gudu Federal Constituency, Sokoto State.
• Equipping of Health centre and Law Library.

Eligibility Requirements
Interested Contractors, Suppliers and Service Providers are required to submit the following documents:

• Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable for Services
• Evidence of Company's Income Tax Clearance Certificate for Personal Income Tax Clearance of all the Partners in case of Business Name) for the last three years (2019 2020 2021) valid till 31 December, 2022
• Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above
• Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual tumover is N50m and above
• Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2022:
• Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31" December, 2022 or valid Certificate issued by BPP
• Sworn Affidavit disclosing whether any officer of the relevant committees of the National Space Research and Development Agency or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• Comprehensive Company's Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, OSRBN, ARCON, CORBON etc:
• Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the Projects;
• Works: List of Plants/Equipment with Proof of Ownership/Lease
• Reference Letter form a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
• Company's Audited Accounts for the last three (3) years 2019 2020 2021;
• For Mapping/Satellite Imaging and related Services, Contractors/Service Providers must be registered with National Space Research and Development Agency (NASRDA), the Repository of Satellite Images over Nigeria as required by the Law
• For Motor Vehicle Procurement, only Companies included in the National Automotive Design and Development Council's approved list of local manufacturers of Vehicles or their authorized representatives should bid for the procurement:
• For IT jobs evidence of registration/accreditation with Computer Professional Registration Council of Nigeria and National Information Technology Development Agency
• Training: Evidence of Firm's current registration with Centre for Management Development (CMD)
• For Joint Venture/Partnership Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each partner:
• All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm's Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the Authorized Officer of the Firm.

Opening of EOI and Technical Bids
The Eol and the Technical Bids will be opened immediately after the deadlines for submission at 12:00 noon on Tuesday 10 May, 2022 and 12:00 noon on Tuesday 17 May, 2022 respectively in the Prof. Borroffice Ajayi Conference Hall, NASRDA Headquarters Abujar while the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Office of the Director, Procurement, Ground Floor, Admin Building, NASRDA Headquarters Abuja, as the Agency will not be held liable for misplaced or wrongly submitted bids

Collection of Tender Documents (Goods and Works)
Tender documents are obtainable from the office of the Director, Procurement, National Space Research and Development Agency, Abuja upon the payment of a nonrefundable tender processing fee of N10,000.00 (Ten Thousand Naira) only per Lot, to NASRDA TSA Account. Firms interested in Services will not pay at this stage until after shortlisting. NOTE: Revenue Reference Number (RRN) should be generated at the Account Section of the Agency to enable payment in to the Agency's Remita Account in any reputable Commercial Bank in Nigeria.

Submission of Tender Documents (Goods and Works)
Prospective Bidders are to submit Bid for each of the Lots desired, two (2) hard copies each of the Technical and Financial Bids with soft copy of the Financial Bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as "Technical Bid" and "Financial Bid'. Thereafter put the two sealed envelopes together in a bigger sealed envelope clearly marked with the name of the Project and the Lot number and addressed to the:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box in the Office of the Director, Procurement, NASRDA Headquarters, Abuja not later than the specified closing date.

Submission of EOI Documents (Services)
Interested firms are to submit two (2) bound of the Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above and clearly marked with the name of the project and Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box in the Office of the Director, Procurement, NASRDA Headquarters, Abuja not later than the specified closing date.

Important Information
Bids must be in English Language and signed by an official authorised by the bidder,

• Bids submitted after the deadline for submission would be retumed un-opened
• No Bidder should bid for more than one (1) LOT in a Section, and not more than two (2) LOTS overall
• Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The EO/Bid Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption Transparency and shall be made available to bidders upon request The Agency reserves the right to authenticate all claims made by any contractor in its submission
• Failure to provide any information required shall lead to instant disqualification:
• Submission of Bids and Expression of interest should not be construed as a commitment on the part of the Agency It shall not entitle any contractor to make any claims whatsoever or seek any remedy/indemnity from the Agency by virtue of such company having responded to the advertisement
• Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
• Goods and Works: Only pre-qualified bidders at the Technical evaluation will be contacted at a later date for the Financial bids opening, while the Financial bids of unsuccessful bidders will be returned un-opened
• Services: Only shortlisted bidders at the Eol evaluation will be contacted at a later date for collection of Request for Proposals
• Preference shall be given to Nigerian Companies in line with the Presidential Executive Order for the promotion of Nigerian Content in contracts relating to Science, Technology and Engineering.
