The National Lottery Trust Fund (NLTF) invites interested reputable firms / service providers to indicate interest by submitting Tender and EOI documents for the following works:




The National Lottery Trust Fund (NLTF) is an agency established under section 35 of the National Lottery Act 2005 by the Federal Government of Nigeria to facilitate the achievement of national development goals through the promotion of access to lottery funding for good cause projects which are transformational and sustainable, with lasting impact for people and communities.

Preamble

The National Lottery Trust Fund (NLTF) is an agency of the Federal Government established under Section 35 of the National Lottery Act 2005 to implement good causes for the benefit and wellbeing of all Nigerians. In compliance with the requirements of the Public Procurement Act, 2007, and in pursuance of its statutory mandate, the NLTF Management intends to undertake the procurement of under listed goods, works and services. Accordingly, interested reputable firms are hereby invited to submit bids for the under listed supplies of goods, works and services as provided under the 2022 Capital Appropriation Budget.

  • Awareness and advocacy on underage gambling/gaming on tv/radio platforms
  • Online Sensitization and Advocacy On Gambling/Gaming Addiction on tv/radio platforms

Note:
The various work streams entail that the projects should be elaborated and conform to Standard Bidding Documents (SBD) /Request for Proposal(RPF) that will reflect detailed Terms of Reference Specifications for the Contract.

Eligiblity Requirements
Interested contractors are required to submit the following documents:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7. Business Name is also acceptable for Service;
  • Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31 December, 2022;
  • Evidence of Pension Clearance Certificate valid till 31" December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31" December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31" December, 2022;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Lottery Trust Fund or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • Company's Audited Accounts for the last three (3) years - 2019, 2020, 2021 duly acknowledged by the Federal Inland Revenue Service (FIRS);
  • Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
  • Services: Evidence of Firm's registration with relevant regulatory professional body such as COREN, QSRBN, ARCON, CORBON, etc.;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  • Only companies included in the National Automotive Design and Development Councils approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;
  • Medical Equipment: Letter of Authorisation from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
  • For Supply of Other Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
  • Works: List of Plants/Equipment's with proof of Ownership/Lease;
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Opening of EOI and Technical Bids

The EOI and technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Tuesday, 10 May, 2022 and 12:00 noon Tuesday 31" May, 2022, at 3rd Floor Board Room National Lottery Trust Fund Corporate Headquarters, Plot 9 Oyi River Crescent, Off IBB Boulevard, Maitama Abuja.

Collection of Tender Documents (Goods & Works)
Interested Companies are requested to collect the Tender documents from the Procurement Unit (3 floor), National Lottery Trust Fund Headquarters No 9 Oyi River Crescent, Off IBB Way, Maitama, Abuja. Between 10:00am to 4:00pm only on working days upon a payment of non-refundable tender fee of N10,000.00 only per Lot. Procedure:
  • Make payment online via Remita Account Number 0161016001, OF THE National Lottery Trust Fund and Photocopy of the Payment Receipt must be attached to the tender documents during submission.
Submission of Bid Documents (Goods & Works)
The prospective bidders are to submit bid for Lots desired, a hard copy each of technical and financial bids packaged separately in sealed envelopes and clearly marked as "Technical bid" or "Financial bid". Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

The document shall be clearly marked with the name of project and Lot number. Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder and deposited in the Bid Box located at the reception of the Agency's Head office not later than the specified closing date.

Please ensure you sign the Bid Submission Register in the Procurement Unit as the Agency will not be held liable for misplaced or wrongly submitted bids.

Submission of EOI
Interested Firms in Service are to submit the Expression of Interest (EOI) for each of the Lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than the specified closing date.

General Information
  • All submission must be made in English language
  • No Bidder shall Bid for more than two (2) Lots in total
  • The Agency is not under any obligation to accept the lowest bid.
Disclaimer
  • Late submission will be returned un-opened;
  • False claims and failure to comply with the instruction above or to provide any of the listed document shall automatically lead to disqualification;
  • Nothing in this advertisement shall be construed to commitment on the part of the agency for acceptance of the tender;
  • All costs will be borne by the bidders;
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  • Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
  • Service: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
  • The NLTF is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
