The Projects Development Institute Enugu (PRODA) invites interested, qualified, reputable and eligible contractors, vendors, suppliers, service providers and consultants, with relevant experiences to bid for the Procurement and Execution of the following works:

The Projects Development Institute Enugu (PRODA) was a creation of the defunct East Central State Government under Edict No. II of 1971. It was charged with the broad function of generating and catalyzing industrialization by carrying out industrial research from the laboratory stage to the pilot plant stage, and by rendering consultancy services to Governments, industry and individuals. It is, therefore, one of the oldest Research Institutes in the Federal Ministry of Science and Technology (FMST).

The Projects Development Institute Enugu, a Parastertal under the Federal Ministry of Science and Technology is desirous of carrying out its capital projects under the 2022 budget. In compliance with the Public Procurement Act 2007, the Institute wishes to invite interested, qualified, reputable and eligible contractors, vendors, suppliers, service providers and consultants, with relevant experiences to bid for the Procurement and Execution of the under listed Projects under Categories A, B and C.

Eligiblity Requirements
Prospective bidders should submit the following documents:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable in case of Services;
  • Evidence of Company Income's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31" December, 2022;
  • Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staffis 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2022;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2022 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of relevant committees of the Project Development Institute (PRODA) Enugu or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all the information presented in its bid are true and correct in all particulars.
  • Company's Audited Account for three (3) years 2019, 2020, 2021 duly acknowledged by the Federal Inland Revenue Service (FIRS);
  • Reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for execution of the project when needed;
  • Company's profile with Curriculum Vitae of key staff to be deployed for the project including copies of academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON, ACEN, NEMSA etc.;
  • Evidence of Firm's registration with relevant regulatory professional body(ies) such as CMD/Training, NAICOM/Insurance, EHORECON/Clearing Services, NITDA/CPN/Information Technology, ICAN/ANAN/Financial Reporting Services, COREN/QSRBN/ ARCON/ CORBON/SURCON/etc. for Construction, NSCDC/Security, ESVARBON/Estate Surveying, NEMSA/Electricity etc.;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
  • Works: List of Plants/Equipment with proof of Ownership/Lease.
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Swom Affidavit are compulsory for each JV partner);
  • All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
Requirements for Qualification for Consultants
Experienced and Competent Consultants to render services on the various procurement processes for construction, special projects and supplies in various projects.

In view of this, interested and qualified consultancy firms and Consultants are invited to submit their expression of interest, which shall be rendered in English language. The areas of specialization are in Electrical Engineering, Mechanical Engineering, Civil Engineering, Structural Engineering, Architectural and Quantity Surveying.

Scope of Work:
The scope of work covers both Pre and Post Contract Consultancy Services which includes but not limited to:
  • The preparation of preliminary designs and estimates
  • Advising on cost alternatives
  • Production of detailed working drawings
  • Production of detailed standard bidding documents in line with Public Procurement Act, 2007, Article of Agreement and analyzing and providing Tender reports Eligibility requirements are as stated above.

Opening of Technical Bids

Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Friday, 3 June, 2022 at the PRODA Auditorium, No 3, Independence Layout PRODA Enugu in the presence of bidders or their representatives. While the Financial bids will be kept un-opened. Please, ensure that you sign the bid Submission Register in the office of the Procurement Unit, Room 101B, No 3, Independence Layout PRODA Enugu, Enugu State, as the Projects Development Institute (PRODA) will not be held liable for misplaced or wrongly submitted bids.

Opening of EOI Documents

The expression interest document will be opened immediately after the deadline of submission at 12:00 noon on Monday, 9 May, 2022 at PRODAAuditorium, No.3 Independence Layout, PRODA Enugu.

Please ensure that you sign the Bid Submission Register in the office of the Procurement Unit, Room 101B as the Project Development Institute (PRODA) will not be held liable for misplaced or wrongly submitted bids.

Collection of Tender Documents

Interested bidders are to collect the Standard Bidding Documents (SBD) from the office of the Procurement Unit Room No. 101B, No 3 Independence Layout PRODA, Enugu State on evidence of payment of non-refundable tender fee of #10,000.00 per Lot. Paid into the Projects Development Institute's Remita account in any reputable Commercial Bank in Nigeria.

Submission of EOI Documents

Interested Consulting Firms are to submit (2) two bound copies of Expression of Interest (EOI) documents separated by dividers and arranged. The document should be submitted in a sealed envelope and addressed to:

Furthermore, the reverse of each sealed envelope should bear a name, company address of bidder, phone numbers of the bidders and dropped in designated Tender Box A2 at the Procurement Unit, Room No 101B, No 3, Independence Layout (Training School) PRODA Enugu State not later than the specified closing date.

Submission of Tender Documets

Prospective bidders are to submit bidding document for each Lot desired, (2) two hard copies each of technical and financial bids, and soft copy of financial bid only in MS Excel Format, packaged separately in sealed envelopes and clearly marked as "Technical bid" or "Financial bid". Thereafter put the two sealed envelopes in a bigger envelope which should also be sealed and addressed to the:

The Lot number and the title of the project should be written at the top-left corner of the envelope and should bear the name, Phone Number, and Address of the tenderer on the reverse side of the envelope. The completed and sealed tender document should be deposited in the box at the Procurement Unit Room 101B, No 3 Independence Layout (PRODA) Enugu, Enugu State no later than the specified closing date.

  • PRODA is under no obligation whatsoever to select contractor from submissions received if none meets the requirements for the project;
  • Any submission of bidding document other than one given shall be disqualified;
  • Late submissions shall be returned un-opened;
  • This advertisement shall not be construed as a commitment on the part of PRODA nor shall it entitle responding companies to seek any indemnity from PRODA by virtue of such companies having responded to the advertisement No company is allowed to bid for more than 2 LOTS/SUB LOTS.
  • Any company who exceeds 2 LOTS/ SUB LOTS will be disqualified automatically.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  • Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned unopened;
  • Services: Only shortlisted firm will be invited at a later date for collection of tenders;
  • Duplicate bids of a LOT by a company shall be rejected except a written notification is made before the Bid opening date and addressed to Director of Finance through Head Procurement Unit with the above address. In the case of notification, the second bid shall be clearly labeled as "Corrected Bid".
  • Failure to comply with the above stated instructions will automatically disqualify the tenderer.
