The Federal College of Education (Special), Oyo State is requesting for:

Title: Invitation to Tender for Project Under Year 2021 Tertiary Education Trust Fund (Tetfund) Annual and Zonal Interventions

Preamble
The Federal College of Education (Special), Oya, Oyo State intends to execute Year 2021 TETFund Annual and Zonal Interventions to enhance teaching and learning towards realization of the set goals. In view of the above, the College is inviting interested and reputable suppliers to tender for the project described below.

Eligibility Requirements

• Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC and CAC7;
• Evidence of Company Income's Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022; with minimum average annual turnover of Two hundred million naira (N200,000,000.00k) for Works and Sixty million naira (N60,000,000.00k) for Goods:
• Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above)
• Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is S and above or the bidder's annual turnover is N50m and above
• Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid til 31st December, 2022
• Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022 or valid Certificate issued by
• Sworn Affidavit:
  • Disclosing whether or not any officer of the relevant committees of the Federal College of Education (Special), Oyo, Oyo State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct inal particulars:
  • That no director of the firm has been convicted by any court of law and the firm is not bankrupt or in receivership
• Company's Audited Accounts for the last three (3) years-2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS):
• Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed:
• Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, OSRBN, ARCON, CORBON etc.;
• Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
• List of Plants Equipment with proof of Ownership/Lease (where applicable);
• For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each partner)
• All documents for submission must be transmitted with a Covering forwarding letter under the Company 's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address Telephone Number(preferably GSM No. L and e-mail address The Letterhead Paper must bear themes and one of the Directors of the Company the bottom of the page, duly signed by the authorised officer of the firm.
• Note: Arrangement of the technical documents in hard and soft copies should follow the order in the list above and appropriately paged. The technical documents should have a table of content indicating the pages on which these items are to be found Each page of the financial Bid should be duly signed by the tenderer or else the bid will be disqualified.

Application Closing Date
12:00 noon Monday, 13th June, 2022.

Opening of Technical Documents
Only the technical bis documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, June 13, 2022, the New Cound Chamber of the College, in the presence of bidders and their representatives while the financialbids will be kept un-opened.

Collection of Bid Documents
Tender documents are to be collected from the Directorate of Procurement from the date of this advertisement between the hours of 10:00am - 4:00a.m daily upon presentation of authenticated payment details of non-refundable tender fee of N10,000.00, paid into the F.C.E(Social. Ovo, Ove State's Remita account at any reputable commercial bank in Nigeria and teller converted to receipt at the cash office of the College Bursary Department.

Submission of Bid Documents
Both the Technical and Financial documents should be neatly bound and each sealed in a separate envelope marked at the top and labeled Technical or Financial bid respectively and both packed into a bigger envelope showing the Company's name, particulars and name of the project, and should be dropped into the tender box at the Provost's office of the College not later than the specified closing date.

Please Note

• Certificates shall be referred to the respective issuing authority for verification and authentication
• Any Technical and Financial bids enclosed in a single envelope that will expose the financial bids at time of the opening shall be disqualified.
• Incorrect address or labeling of submitted bids shall be rejected and returned un-opened
• Late submission will be returned un-opened
• Each parce should have a table of contents indicating the pages or follos in which the items are to be found
• This advertisement of invitation to tender shall not be construed as a commitment on the part of Federal College of Education (Special). Oyo, Oyo State nor shall it entitle any company to make any claim whatsoever or compensation having responded to this advertisement
• All expenses incurred in preparing the documents associated shall be borne solely by the prospective company
• Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online:

• Failure to comply with the instructions) above will result to invalidation of such tender
• The college reserves the right to annul the procurement process any stage without incurring any abilities in accordance with section 28 of the Public Procurement Act (PPA) 2007.
