Preamble

The Federal College of Freshwater Fisheries Technology, New Bussa, Niger State intends to execute some projects as contained in the 2022 Appropriation Act. In compliance with the provisions of the Public Procurement Act, 2007 and other extant guidelines on the award of contracts in the Federal Public Service, the College wishes to invite experienced and competent Suppliers, Contractors, and Service Providers/Consultants to submit Technical Bids and Expression of Interest (EoI) documents for the execution of the College projects as contained in the 2022 Appropriation Act.

Eligibility Requirements
Interested and competent Suppliers, Contractors and Service Providers /Consultants wishing to carry out any of the projects listed in the above three (3) Categories should submit the following the under-listed requirements, failure shall render a bid disqualified:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;
  • Evidence of Company's Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of st Business Name) for the last three (3) years (2019, 2020 & 2021) valid till 31 December, 2022; with Minimum Average Annual Turnover of N50 million for Works and N30 million for Goods and Services;
  • Evidence of Pension Clearance Certificate valid till 31 December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50 million and above);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2022;vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim st Registration Report (IRR) expiring on 31 December, 2022 or valid Certificate issued by the Bureau of Public Procurement (BPP);
  • Sworn affidavit:
    • Disclosing whether or not any officer of the relevant Committees of Federal College of Freshwater Fisheries Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all
    • information presented are true and correct in all particulars;
    • That the company is not in receivership, insolvency and bankruptcy;
  • Company's Audited Accounts for the last three (3) years - 2019, 2020 and 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company's profile with Curriculum Vitae of Relevant Key Staff to be deployed for the project, including photocopies of their Academic/Professional Qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, etc.;
  • Verifiable documented evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Job Completion Certificates and Photographs of the projects;
  • Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
  • Evidence of firm's registration with Centre for Management Development (CMD) for Category C;
  • For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
  • Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
  • For Joint Venture/Partnership: Memorandum of Understanding (MOU) Should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are Compulsory for each joint Venture Partner);
  • All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company's or Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and valid e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the company.

Opening of EOI and Pre-Qualification Documents

The Pre-Qualification Documents/Expression of Interest will be opened immediately after the deadline for submission at 12:00 noon on Monday, 23rd May, 2022 in the Conference Hall, Federal College of Freshwater Fisheries Technology, New Bussa, Niger State, in presence of bidders and their representatives.

Submission of Pre-Qualification / Expression of Interest (EOI) Documents

Prospective bidders are to submit two (2) bound copies of documents, ensuring that the pages therein are arranged as indicated above. The two bound copies should be placed in individual envelopes, the reverse of each sealed envelope should bear the name and address of the bidder. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

Bids must be clearly marked with (the name of the Project and the Lot Number) and deposited in the designated Tender Box at Room 15, Administrative Block, Federal College of Freshwater Fisheries Technology, New Bussa, Niger State.

General Information
  • Pre-Qualification Documents and Expression of Interest must be in English language and signed by the official authorized by the company;
  • Pre-Qualification Documents and Expression of Interest submitted after deadline for submission would be rejected and returned unopened;
  • Please, ensure that you sign the Bid Submission Register in the Procurement Office as the College will not be held liable for misplaced or wrongly submitted bids.
  • Bidders should not bid for more than two (2) Lots;
  • Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;
  • Only pre-qualified/shortlist firms will be invited at a later date for collection of Tender documents and Request for Proposals respectively;
  • All costs will be borne by bidders, as the College will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation;
  • Due diligence shall be conducted to verify any claims made by the Bidder;
  • Non-compliance with the conditions stated herein will lead to automatic disqualification of the Bidder from the bidding process;
  • Federal College of Freshwater Fisheries Technology, New-Bussa is not bound to pre-qualify/shortlist any Bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007, this advertisement shall not be construed as a commitment on the part of the College to award contract to any Bidder;
  • Contractors/Service Providers who have worked for the College and have history of poor performance, abandonment or prolonged contract execution/extension need not apply as their bids shall be excluded from the process in line with Section 16(8)(b) of the Public Procurement Act, 2007;
