The Federal Government Girls College Bwari, Abuja invites interested and eligible Contractors with relevant and proven experience to participate in the bidding process of the following Projects:

Federal Government Girls’ College, Bwari-Abuja came into being on 15th January, 1984 to meet the demand for the girl-child education in FCT, the middle belt and the country at large. It was the 41st Unity College to be established in the country and the second in the Federal Capital Territory after Kwali. It is a boarding school which took off with 43 students, 8 teaching and 10 non teaching staff.

Title: Invitation to Tender for the Execution of 2022 Appropriation


The Federal Government of Nigeria has allocated funds to the Federal Government Girls College Bwari in the 2022 Appropriation Act for the execution of projects towards achieving the mandate of the College. In compliance with the provisions of the Public Procurement Act 2007, the College invites interested and eligible Contractors with relevant proven competence and experience to participate in the bidding process of the following Projects.

Eligibility Requirements
Prospective bidders must possess the under-listed requirements to be eligible in this procurement:
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7 (or CAC 1.1 as applicable);
  • Evidence of Company's Incomes Tax Clearance Certificate for the last three (3) years (2019,2020 & 2021) valid till 31st December, 2022; with minimum average annual turnover of N20 million;
  • Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above); Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance
  • Certificate valid till 31st December, 2022; f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP;
  • Sworn Affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Federal Government Girls College Bwari or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
    • That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
    • That the Company is not in receivership, the subject of any form of Insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
    • That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
  • Audited Financial Statement of the company for the past three years (2019, 2020 and 2021) duly acknowledged by the Federal Inland Revenue Service (FIRS); and the turnover as reflected in financial statements must correspond with that on the Tax clearance certificate;
  • Reference Letter from a reputable commercial bank In Nigeria, indicating declaration Bank willingness to provide credit facility for the execution of the project;
  • Company's Profile with the Curriculum vitae of Key Staff to be deployed for the project, including coples of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBONetc.,
  • Verifiable documentary evidence of at least three (3) similar jobs" executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects;
  • List of Equipment with proof of Ownership/Lease Agreement;
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
  • All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No., and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

12:00 noon Tuesday, 28th June, 2022.

Opening of Technical Bids

The technical bids will be opened immediately after the deadline for submission at 12:00 noon Tuesday, 28th June, 2022 at the College STEP-B Office in the presence of bidders or their representatives, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Principal, FGGC Bwari, as FGGC Bwari will not be held liable for misplaced or wrongly submitted bids.

Collection of Tender Documents

Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Principal, FGGC Bwari between the working hours of 08:00am and 04:00pm daily upon the payment of non-refundable tender fee of N10,000.00 per Lot to Federal Government Girls College, Bwari - Abuja's Remita account in any commercial bank.

Submission of Tender Documents

Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, put the two sealed envelopes together in a bigger sealed envelope clearly marked with (the name of the project and the Lot number) and addressed to:

F.C.T - Abuja.

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Principal's Office, FGGC Bwari not later than the specified closing date.

General Information
  • Bids must be in English Language and signed by an officer authorised by the bidder;
  • Bids submitted after the deadline for submission would be returned u opened;
  • Bidders should not bid for more than one(1) Lot;
  • All costs will be borne by the bidders;
  • Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidder who chooses to join the bid opening online;
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un successful bidders will be returned un-opened
  • The FGGC Bwari ,is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
