The Center for Integrated Health Programs (CIHP) invites Expression of Interest (EOI) from organizations for the Selection of qualified Key Population (KP) Community Based Organization as Sub - Recipient (SR) for the Centre for Disease Control & Prevention (CDC) Award in Kaduna State.




The Center for Integrated Health Programs (CIHP) is a leading indigenous non-governmental organization promoting better healthcare outcomes for all Nigerians through the creation of strong and sustainable health systems. Evolving from Columbia University’s International Center for AIDS Care and Treatment Programs (ICAP), CIHP has supported family-focused comprehensive high-quality, HIV/AIDS care and treatment activities in Nigeria since 2010.

The Innovate, Recalibrate, Integrate and Surge to build resilient systems for sustained HIV epidemic control (‘IRIS’) project is a PEPFAR funded five year (2022-2027) cooperative agreement/grant between Centre for Integrated Health Programs (CIHP) and the Centre for Disease Control and Prevention (CDC).The purpose of the Innovate, Recalibrate, Integrate and Surge to build resilient systems for sustained HIV epidemic control (‘IRIS’) project is to leverage successes and lessons learned, sustaining the gains from CIHP’s PEPFAR/CDC project, Partnering Effectively to end AIDS through Results and Learning (PEARL) to accelerate targeted scale up of lifesaving ART across four states Lagos, Gombe, Kaduna and Kogi.

CIHP will leverage existing and new data-driven strategies to reach those at greatest risk of HIV acquisition, reducing new HIV infections and accelerating progress towards epidemic control in Nigeria. The broadened scope of the objectives of CIHP has created the need for collaboration with Key Population (KP) Community Based Organizations (CBOs) since they are part of the larger Community based structures. We seek partnership to work with reputable and experienced CBO who is interested in providing Community based HIV services to the Key Population. It is expected that selected CBO will deliver high quality services to the identified beneficiaries.

Scope of Grant Intervention

  • The funding period is one-year renewable subject to excellent performance and availability of funding. Activities will be implemented in the 23 LGAs in Kaduna state. 
  • This process is competitive and open to KP-led and KP competent CBOs with physical presence and operations in Kaduna State. Prior experience of implementation of similar or related activities is required.
  • Please note that CBOs with a record of fraud or failure to account for resources from any funding agency need not apply and shall be immediately disqualified at any stage of the application process or during program implementation, when information to that effect is obtained. Any kind of lobbying will lead to automatic disqualification.

Focus Areas for Implementation

  • Key population: CBOs are expected to provide comprehensive, accessible and convenient HIV prevention services and treatment to target groups through provision of prevention interventions, efficient HIV case finding, effective linkage to ART, retention and viral suppression in a confidential and non- discriminatory manner.
  • Target Population includes: Men who Have Sex with Men (MSM), Female Sex workers (FSW), Transgenders (TGs), Persons Who Inject Drug (PWID), people in custodial centres and Adolescent KP.

Scope of work includes but not limited to:

  • Mapping, identification and documentation of KP hotspots across all LGAs and maintenance of KP networks     across each of the LGAs
  • Peer driven progressive intervention among target population to include incentivized Social network testing, Testing at Hot spots, Index Case Testing, HIVST distribution, and Peer-led risk-based Community HIV testing services.
  • Innovative and effective scale up of services for Key population, through the Provision of comprehensive HIV Prevention Services at the OSS and communities.  
  • Peer led initiative to enhance linkage of all identified positive into care, and support same day ART initiation at the OSS and nearest facility.  
  • Pre-exposure prophylaxis (PrEP) and Post exposure prophylaxis delivery for negative KPs.
  • Behavioral interventions focusing on Peer-led education session, Condoms and lubricants demonstration and distribution.
  • STI/TB screening and treatment and harm reduction intervention for PWID
  • Mainstreaming of Gender Based Violence (GBV) in community-based activities for Adolescents and adult KPLHIV. 
  • Supporting the retention in care of key population on ART and PrEP through tracking of defaulters, community drug refills and coordination of peer supports groups
  • Ensuring all Laboratory related test (VL, CD4, other AHD intervention, recency) are performed.
  • Provision of NCD screening to all KP living with HIV  
  • Provision of mental health and Psychosocial support services to KP
  • Support for provision of paralegal services to  
  • Ensuring status neutral services to all Key Populations
  • Support Patient Biometric System (PBS) capturing as part of enrolment process
  • Reaching all children of key populations and adolescents with HTS and linking all positives to care, treatment and OVC services.

Requirements
Applicants are expected to meet the following minimum qualifications:

  • CAC Registration.
  • Registration with Ministry of Health/KADSACA.
  • Office location should be within the community where services will be provided.
  • A demonstrated source of funds other than sought from CIHP.
  • Demonstration of two (2) years of community level engagement with stakeholders relevant to the category for which funding is sought.
  • Annual program and audited financial reports for the last two years.
  • Submission of a suitability statement required along with application letter.
  • References of previous and/on-going work with other Projects where applicable.
  • Demonstration of ability and experience in documenting and reporting program events in line with CDC guidelines.
