Background to the Project

  • The USAID-funded project, MOMENTUM Routine Immunization Transformation and Equity (M-RITE), works in partnership with the Nigerian government to increase the capabilities of the health system, at national and subnational levels of the Health System of Ministry of health Nigeria Expanded Program on Immunization (EPI).
  • The project seeks to address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services.
  • The Project is working closely with the Nigeria National Expanded Program on Immunization (EPI) and other routine immunization implementing partners on COVID Vaccination ramp up in Bayelsa, Edo and Lagos states.

Current Status of the Activity

  • The Integrated COVID-19 vaccination and RI/PHC services are being delivered in health facilities, and outreaches. While 70% of confirmed COVID-19 deaths in Nigeria have been among men, the COVID-19 has disproportionately affected women and vulnerable groups in other ways, and substantially exacerbated pre-existing gender inequalities.
  • “As a result, measures to mitigate the gendered impacts of COVID-19 are part of pandemic response and recovery plans.” The target population eligible for COVID-19 Vaccination in Nigeria is 115,983,921 persons (persons aged 18 and above).
  • SCALES 3.0 is still being implemented across the states with funding from CoPREP, AfCDC and some USG IPs (including M-RITE) leading to a 59.6% vaccination coverage as at 5th March 2023.
  • Thirteen (13) states including, Nasarawa, Jigawa, Osun, Kaduna, Kano and Adamawa, Gombe, Plateau, Yobe, Kwara, Ekiti, Sokoto, Kebbi and most recently Imo have attained >70% coverage.
  • Bayelsa, Edo and Lagos are further ranked ‘low performing’ alongside 8 other states that are benefitting from integrated NPSIA campaigns and Integrated RI intensification being implemented for five (5) days every quarter.
  • M-RITE is supporting Bayelsa, Edo and Lagos states to improve COVID-19 vaccination coverage among the priority groups and vulnerable populations through supporting additional numbers of mobile teams, supportive supervision, and Risk Communication/ Community Engagement.

General Objective of the Assignment

  • The overall objective of this assignment is to engage photographer-videographers resident in Bayelsa, Edo and Lagos States for the purpose of documenting COVID-19 activities and production of documentaries on the Creek to Creek vaccinations in Bayelsa; the COVID-19 Watch in Edo; and the Prison (storm) Vaccinations in Lagos.

The Assignment
Spend a week documenting the processes involved in the implementation of COVID-19 vaccinations and:

  • Take high resolution photos/ images for the COVID-19 documentary vaccination in Bayelsa, Edo and Lagos states.
  • Document the administrative process of the activities
  • Document the planning process including meetings with state officials
  • Document good quality videos of the set-up processes in vaccination venues
  • Document in good quality videos the entire vaccination process
  • Document in good quality videos interviews and testimonials with state officials, Project team and beneficiaries.

Expected Outputs / Deliverables

  • Two hundred (200) high resolution images
  • Three (3) 2-minute (shorts) videos showing a) The planning phase b) The set-up and vaccination process. C) All phases of the activity implementation.
  • One 10-minute documentary on the activity/ies
  • Raw footages from the assignment.

Supervision:

  • The photographer-videographer will be supervised by the M-RITE Snr SBC Advisor.

Terms of Payment
The vendor will be paid as follows:

  • Upon signing the contract and submission of inception report.50%
  • Upon completion of assignment and the same approved by M-RITE.50%.

Selection Criteria
Submissions will be evaluated in consideration of the Evaluation Criteria as stated below: The offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70%. Whereas the financial one will be evaluated on 30%.

Financial Proposal (30%):

  • To be computed as a ratio of the Proposal’s offer to the lowest best price among the proposals received by M-RITE, Legal registration, Tax status etc.

Qualification of the Agency:

  • Experience documenting events on behalf of development and donor agencies
  • Experience working with health-oriented development partners/ agencies.

  • The Financial bids must be in NGN
  • Following the requirement of the Federal Government of Nigeria, John Snow Incoperated (JSI) will deduct 5% withholding tax from the total contractual sum. Also, note that JSI- is a Non-Governmental Organization (NGO) and is VAT exempted.
  • JSI reserves the right to reject any or all bids if it fails to meet the criteria or submitted after the stipulated closing date.
  • Only successful bidder(s) shall be notified and will be asked to sign a Local Purchase Order (Contract document) with John Snow Incorporated. Note, this RFQ, does not in any way translate to a contract.
