Background to the Project

• HPV Vaccine Acceleration Program Partners Initiative (HAPPI) consortium is a project that aims to accelerate the uptake of HPV vaccines among girls and adolescents worldwide.
• The project is funded by the Bill & Melinda Gates Foundation and combines expertise in policy, access, introduction, implementation, and evaluation and learning to achieve its goals.
• The project seeks to achieve its objectives through enabling global coordination and compilation of evidence to inform policy decisions; providing targeted country technical assistance for Human Papillomavirus (HPV) vaccine decision-making, introduction, acceleration, and sustaining coverage in select countries; and conducting monitoring, evaluation, and learning to build on the existing evidence base.

Current Status of the Activity

• The Government of Nigeria will introduce the HPV vaccine in the Phase Two states of Anambra, Borno, Cross River, Rivers, Delta, Ebonyi, Edo, Ekiti, Gombe, Imo, Kaduna, Katsina, Kogi, Kwara, Niger, Ondo, Oyo, Plateau, Sokoto, Yobe and Zamfara in May 2024.
• The HAPPI project is supporting the NPHCDA in the roll out and implementation of the vaccine introduction through support to Advocacy, Communication and Social Mobilization.
• To this end, HAPPI will produce materials for the purpose of program promotion and community mobilization and demand generation support.

Purpose of the Assignment

• JSI- HAPPI is seeking for content creator to develop Video Script, Video Production, Motion Graphics designs and Graphic Designs for the introduction of HPV vaccine.
• This content will be used on the NPHCDA social media handles to generate demand for Phase II of HPV vaccine introduction in Nigeria.

Objectives
The primary goal of this consultancy is to offer technical expertise and support to the JSI-HAPPI project to:

• To create video script.
• To produce video and develop motion graphics designs.
• To create different graphics designs
• To create content for social media handles.

Description of the Assignment    

• The consultancy shall be performed for the Government under the supervision of the Government and JSI-HAPPI Nigeria Country Team.

Scope of Work
The consultant under the supervision of Senior Social Behavior Change & Communication Advisor and with support from the project teams across the states will:

• Develop scripts/ messages that will be use to promote posts across NPHCDA social media channels on the HPV vaccine campaign.
• Develop graphics including motion graphics to promote HPV vaccination
• Produce video.

Methodology

• The content creator will work with JSI-HAPPI staff, social media consultant and NPHCDA to review strategy for alignment with the HPV vaccine introduction goals.

Schedule for Deliverables

Experience / Requirements

• Content development company that has been in operation for the past 5 years.
• Must have developed content on Immunization and new vaccine introduction.
• CAC registration
• Tax Identification Number (TIN)
• Corporate Account Information
• Ability to work under pressure and deliver within short period of time.

Deliverables / Outputs:

• Video script
• Video production
• Motion graphics design
• Graphics design.

Selection Criteria
Submissions will be evaluated in consideration of the Evaluation Criteria as stated below: The offer will be evaluated by using the best value for money approach (combined scoring method). Technical proposal will be evaluated on 70%, whereas the financial one will be evaluated on 30%.
Below is the breakdown of technical proposal on 100%, which will be adjusted to 70%:

Financial Proposal (30%):

• To be computed as a ratio of the Proposal’s offer to the lowest best price among the proposals received by HAPPI, Legal registration, Tax status etc.

Note: The cost is subject to 10% WHTax.
