Introduction
  • Star Deep Water Petroleum Limited (“SDWPL”), a Chevron company and operator of the Agbami field on behalf of its co-venturers (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL)), invites interested and prequalified companies with relevant experience in the Provision of Machine Shop Services.
  • The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.
Scope of Work
The scope of work for the service includes but is not limited to the following:
Contractor shall provide equipment, materials, and personnel for the Provision of Drilling Jars Rental Services as required by COMPANY
  • Contractor must provide 4-3/4"; 6-½", and 8" Drilling Jars. Jars to be hydraulic or hydromechanical.
  • Contractor must follow manufacturer's recommendations for inspection level and maintenance throughout the term of the contract.
  • Contractor shall have enough to maintain 3 jars of each requested size for each drilling location. Two (2) sets must be at the drilling location and one (1) set must be at their shop location.
  • Contractor shop shall be able to rebuild jars and test-fire jars before shipping them to drilling unit. Contractor shall demonstrate possession of adequate spares and expertise to maintain jars.
  • Contractor shall have a safety program to ensure that jars are shipped in safe manner with appropriate tools to ensure jars will not go off accidentally.
Contractor shall provide a complete Fishing tools and Miscellaneous services including, but not limited to the following:
  • Miscellaneous Drilling Tool Rentals (inclusive, but not limited to drilling jars, holeopeners, roller-reamers, under-reamers, casing scrapers, bristle brushes, section mills, well head severing, string and near-bit stabilizers, cross-over subs, drill collars, ponydrill collars and Non-magnetic drill collars)
  • Miscellaneous Equipment Rentals (inclusive, but not limited to tanks, pumps. lubricators and risers)
  • Fishing Tools for Cased And Open Hole Fishing Operations (including but not limited to: reverse circulating junk baskets, lead impression blocks, wash pipes, external and internal cutters, fishing jars and accelerators, bumpers jars, knuckle joints, ditch magnets, rotary mills, section mills, Bowen overshots, overshot extensions and guides, packer retrieving tools, grapples, casing, drill pipe and wireline spears, screw-in subs, box taps, taper taps and washover shoes.)
  • Fishing Tools Supervisor(s) with a minimum of (15) fifteen years relevant experienceincluding a minimum of (5) years on semi-submersible rigs or drill ships.
  • Fishing Tools for 2-1/16", 2-3/8", 2-7/8", 3-1/2", 4-1/2", 5-1/2" and 7" tubing; 3-1/2", 4- 1/2", 5", 5-1/2" and 6-5/8" drill pipe; 4-3/4" 5-1/2" 5-7/8" 6-1/2", 8" and 9" drill collars; and 5", 7", 9-5/8", 11-3/4", 13-3/8", 13-5/8", 16" and 20" casing.Base Facilities with full machine shop and welding capabilities to re-dress mills/shoes,stabilizers etc. as required.

  • To be eligible for this tender exercise, interested bidders are required to be pre- qualified and 'live' in the 1.01.06 (Fishing and Repair Tools (Drilling)) and 3.04.24 (Rental of Drill Pipe) categories in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and 'live' in this category by the bid close date will receive Invitation to Tender (ITT).

  • To be eligible, all bidders must comply with the Nigerian Content requirements in the Nipex system.
Nigerian Content Requirements
  • Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content
    Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
  • Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service, or product specification to be executed in the Nigerian Oil and Gas Industry shall
    be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
     Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to
    participate in next Tender Stage
  • The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
    • Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC
      JQS and NUPRC certificate.
    • Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract.
    • Provide evidence of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
    • Bidders shall provide any of the underlisted NCEC categories:
      • Cat. 1, 2, 3, 4, or 5 Fabrication and construction (FC) group NCEC demonstrating capacity and capability as well ownership of fabrication equipment to be utilized in the
        execution of the work scope.
      • Cat. 1, 2, 3, 4, or 5 Manufacturing services (MS) group NCEC demonstrating ownership
        of Machine shop / threading facility to be utilized in the execution of the work scope.
    • Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).   
Additional Information
  • Suppliers eligible for this tender opportunity are expected to be pre-qualified and "live" in NJQS under the product/service category.
  • The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX
  • All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
  • This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited (SDWPL) to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited (SDWPL) and or any of its partners by virtue of such companies having been prequalified in NJQS.
  • The tendering process shall be the NNPC Limited contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
  • Star Deep Water Petroleum Limited (SDWPL) will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
