Introduction

This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online of 17 April, 2023 and on the African Development Bank Group's Internet Website.
The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I, being implemented in the five (5) participating states of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount of the loan to payments under the contract for the Design, Build and Operation of Agro-Industrial Hub (AIH) and Agricultural Transformation Center (ATC) in Kaduna State.
The Kaduna State Program Implementation Unit now invites sealed bids from interested and eligible bidders for the Design, Build and Operation of the AIH located in Gaaiz along Kaduna - Abuja Expressway (Daki- Takwas), Chikun Local Government Area and ATC located in Dutsen-Wai/Kuzuntu, under Kubau Local Government Area of Kaduna State.

Scope of Work

The scope of work include the Design, Build and Operate (DBO) using a site-and-services model, of a 250 Ha AIH and 30 Ha ATC and operation of the sites. The facilities to be provided include fencing; administrative block, quality control and social buildings, roads, drainage, power supply and water, sewage/waste water treatment and solid waste management.

Bidding Procedures

Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Procurement Policy for the Bank Group Funded Operation (October 2015), which is available on the Banks website at http://www.afdb.org.en/projectsandoperations/procurements/new-proedure-policy, and is open to all eligible Bidders.

Invitation

Interested eligible bidders may obtain further information from the State Program Coordinator, Kaduna State Program Implementation Unit and inspect the bidding document during office hours i.e. 09:00 to 17:00 hours local time at the address given below.

Payment for Bidding Document

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable N75,000.00 (Seventy-Five Thousand Naira Only).
The method of payment will be by Bank Draft payable to Kaduna State Special Agro- Industrial Processing Zones.
The document will not be sent by delivery procedure.

7th January, 2025 (12.00 Noon).

Electronic Bidding will not be permitted.
Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 7th January 2025 by 12.30 Noon local time.
All Bids must be accompanied by a bid security amounting to 2% of the contract sum, in the form of a bank guarantee using the format in Section IV of the bidding document and in the currency of the bid.
Attention is drawn to the Banks Procurement Framework requiring the Borrower to disclose information on the successful bidders beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
