Background

Since inception in 2008, Gombe State Malaria Elimination Programme Office as Sub-Recipient under Global Fund (GF) grant complement and provide interventions across all public health facilities in the aspect of treatment, diagnosis, and capacity building in various LGAs in Gombe State which has reduced malaria burden in the State significantly. Gombe State Malaria Elimination Programme (SMEP) as Sub Recipient signed her Memorandum of Understanding (MOU) for the implementation of Global Fund Grant Cycle 7 (GC7) project with the National Malaria Elimination Programme, Abuja, who is the Principal Recipient to GF malaria grant project for the public health sector in Nigeria.Gombe State Malaria Elimination Programme (SMEP) as sub-recipient on the current Global Fund malaria grant is implementing malaria activities for the period 2024-2026.

Purpose

Gombe State Malaria Elimination Programme (SMEP) as sub- recipient on the current Global Fund malaria grant will be implementing Global Fund malaria Project for 2024-2026 in Gombe State with series of activities that will require different service providers at various stages and levels (State, LGA and Ward). SMEP seeks to identify Vendors across the country who will be prequalified for various categories of services as published in the Expression of Interest (EOI).

Expression Procurement Details

To support the implementation of the GC7 Project, SMEP Seeks to prequalify service providers, suppliers and Vendors for the following category:

Mandatory Eligibility Criteria
SMEP invites capable Vendor to submit their bid. To be considered, interested enterprises should submit their bid including the following information:

Evidence of registration with Corporate Affairs Commission (CAC)
Evidence of Corporate Tax Registration stating Tax Identification Number (T.I.N)
Tax Clearence and or evidence of Tax payment.
Bank details (Account Name, Account Number, And Bank Name) on a letter headed paper containing all contact information and highlighting the official email address of bidder.
Names of director(s) of company or name of ownership if sole proprietorship on the company's letter head
Copy of company official receipt & invoice of bidders.
Verifiable evidence of successful completion of similar jobs. (Categories F, G&H)
Cover Letter (application for the Expression of Interest) duly signed by the MD/CEO or Designate and on Letter Head of the company containing all contact information/Addresses and highlighting the official email address & Valid Phone Numbers.
Please note that responses received without the information below will not be considered.

Closing Date

10:00a.m. on Tuesday, 4th March, 2025.

Submission of Tender Documents

Prospective bidders are to submit their documents in a sealed envelope and addressed to The Program Manager, State Malaria Elimination Program (SMEP), and dropped in the SMEP tender box, in the main entrance beside the Conference Hall Malaria unit, Gombe, Gombe State. Please indicate Reference No: (SMEP/GS/SR/GF/PSM/2025-001) on all submissions (written at the top right Corner of the envelope) and clearly marked with the name of the Category and the reverse of each sealed envelope should have the name and address of the bidder.

Note

A bid register will be available on the Bid Box at the Office of the Gombe State Malaria Elimination Programme (SMEP), which MUST be signed before dropping the bids in the tender box.
Any bid not found in the register will not be considered and submissions made after 12:00pm on Monday 3rd of March 2025 will also not be considered during the bid opening exercise.

This call is for Expression of Interest hence, proposals and prices are not required at this stage.
SMEP shall verify all documents and claims made and will disqualify the bidder with falsified information.
SMEP also reserves the right to request compliance with additional conditions and when issuing the final contract documents.
Submission after closing date will not be accepted. SMEP reserves the right to change or cancel the requirement at any time during the notice and/or solicitation process.
A response to this Notice does not automatically ensure that you will be selected to participate in the tender and should not be construed as a commitment on the part of SMEP to award a contract.
Due to the high volume of expected bidders, we will not issue confirmation as to receipt of EOIs.
