Grassroots Life Saving Outreach is making a Request for Proposal (RFP) for a Financial Service Provider (FSP) to Provide Emergency Multi-Purpose Cash Assistance (MPCA) to the Flood-Affected Vulnerable Population in Girei and Fufore LGAs of Adamawa State. Interested Financial Service Providers should possess relevant qualifications with three years experience implementing MPCA or similar large-scale.




Grassroots Lifesaving Outreach (LESGO) is an impartial, neutral and independent Non-Governmental Organization whose mission exclusively established to promote life in underserved communities through empowering communities to know and protect lives including their environment towards ensuring safe habitation through participatory methodology. Established in Grassroots Lifesaving Outreach was established in 2010 but was incorporated in the year 2011 with the Corporate Affairs Commission (CAC). Background

  • Grassroot Lifesaving Outreach (LESGO) is implementing a Multi-Purpose Cash Assistance (MPCA) programme to support 1017 vulnerable households across flood prone communities of Girei LGAs, Adamawa State. MPCA transfers are designed to cover essential needs (food, shelter, utilities, health, education) based on a Minimum Expenditure Basket (MEB). To ensure secure, timely, and cost-efficient disbursement, LESGO is seeking for a qualified Financial Service Provider (FSP) to align with its project objectives below:

Objectives of the Assignment

  • Deliver unrestricted cash transfers to eligible households, aligned with MPCA
    SOPs and CWG standards.
  • Provide transparent, auditable records and real-time reporting on disbursements and reconciliation.
  • Provide financial literacy sensitization to beneficiaries.

Eligibility & Evaluation Criteria
Mandatory Qualifications:

  • Licensed by the Central Bank of Nigeria to provide cash-transfer services.
  • Minimum of three years’ experience implementing MPCA or similar large-scale.

Scope of Work
The selected partner will be expected to:

  • Open account for beneficiaries (Tier 2 account).
  • Provide ATM card to beneficiaries.
  • Cash Distribution
  • Disburse one-off payments to household through bank transfer
  • Ensure secure and user-friendly payment points in each ward.

Reporting & Reconciliation:

  • Provide bi-weekly interim reports on register lists, disbursement logs, complaint registers.
  • Final reconciled statement within 30 days of project completion.

Cash programmes:

  • Operational footprint in Adamawa State.
  • Robust digital payment platform with proven uptime ≥ 99%.

Technical Evaluation (70%):

  • Methodology for distribution (30%)
  • Security measures and fraud-prevention protocols (20%)
  • Capacity for community grievance handling and financial literacy support (10%)
  • Team composition and key personnel qualifications (10%).

Financial Evaluation (30%):

  • Pricing per transaction (agent fee, service charge, network connectivity)
  • Value-added services (e.g., SMS notifications, call-center support).
