General description that applies to Male and Female Goats
- Breed: Kano Brown or Sokoto Red
- Agro-ecological origin: Semi-arid or sub-humid (as much as possible, goats must be sourced locally)
- Health and Body Condition:
- General body condition score: 4–5 (medium)
- Eyes: bright, clear, and free from discharge
- Nasal area: free of mucosal discharge
- Teeth: correct number for age; no missing, excessively long, or withdrawn gums (indicating old age)
- Hair coat: free of wounds and external parasites; clean tail, no signs of diarrhoea
- Mucous membranes: pink and moist
- Feet: no lameness, no overgrown or misshapen hooves
Male Goats (Bucks)
- Age: 12–18 months (estimated from dentition; at least one pair of permanent incisors)
- Weight: 20–25 kg
- Physiological condition: Non-castrated, pre-pubertal or pubertal
- Morphological condition:
- The genital area is free from abnormalities and pus
- Two well-proportioned testicles with good scrotal circumference
Female Goats (Nannies/Does)
- Age: 12–18 months (none of the eight permanent incisors showing)
- Weight: 18–25 kg
- Morphological condition:
- The genital area is free of abnormalities and pus
- Correct number of teats
- Selected goats must undergo a 7-day pre-selection quarantine in holding facilities at the agreed beneficiary location prior to delivery.
- Holding facilities must meet the following minimum standards:
- Adequate space (0.8 m² per goat)
- Separation of sexes
- Proper infrastructure for feeding, restraint, loading, and offloading
- The supplier will provide feed and ensure animal safety during the quarantine period.
- A third-party inspection team appointed by NN will supervise:
- Quarantine/isolation processes
- Selection of goats
- Loading and offloading operations
- The supplier must replace any goat that dies within five (5) days of delivery, as some may contract diseases during quarantine.

Opening, Evaluation of Tenders and Selection Criteria
The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.
Tender Process
The following processes will be applied to this Tender:

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.
Tenders will be evaluated on the criteria listed below:
- Compliance with Nuru Nigeria Procurement terms and conditions. (Administrative)
- Prices based on the best value for money of items requested. (Financials)
- Financials must be on the company letterhead
- Registered general supplier companies in furniture (Preferably)
- Adherence to technical specifications is requested. (Technical)
- Quality of the product. (Technical)
- Delivery Lead-time. (Technical)
- Similar past experiences with NGO/UN agencies. (Administrative)
- Availability of physical presence (Operational Office/shop). (Technical)
- Payment Terms and Conditions. (Technical)
- Validity of the offer. (Administrative).
Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting the performance of the contract or distorting competition.
- Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender.
- No liability can be accepted for the late delivery of tenders. Late tenders will be rejected and will not be considered.

Order of Arranging Documents
- Administrative and technical documents should be put in the same envelope and marked “Administrative and Technical”
- Financial offers should be placed in a different envelope marked “Financial offer”
- All copies are placed in a sealed, non-identifiable envelope.
- This sealed non-identifiable envelope shall be titled: Tender for the supply of goats: ITB-2025-0428.
Note: Only bidders that pass the Administrative and Technical evaluation will proceed to the Financial Evaluation.
The tenders can be submitted through the following:
1.) Hand delivery of Physical bids receipt to the following address between 8:30 am - 5:00 pm:

Note
- Whichever format is chosen, offers must be received by no later than 7th October, 2025, at 5:00 PM.
- Late bids submission will not be accepted, and will be returned to the Proponent or discarded. Also, all bids will be irrevocable after the Call for Tenders closing date.
Content of Tenders:
The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA, in compliance with the requirements set out. The proposal shall include, as a minimum:
- NN Supplier registration form and Code of Conduct duly completed. These NN forms should be completed with all required information, and the below to be provided accordingly.
- Proof of company registration in Nigeria (CAC certificate);
- Proof of being a registered supply company
- Current Tax Payment Certificate;
- Quotation or detailed Price offer.
- Prices offered must be in Nigerian Naira currency.
- Only Unit price with WHT included will be accepted.
- Quotation must have a date and validity
- Quotation must mention the mode of payment.
- Nuru Nigeria’s Code of Conduct is filled out and signed by the duly authorized person.
- Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.
