Nuru Nigeria is making a Call for National Tender for Renewable Energy Consultancy Services in Toungo LGA, Adamawa State. The main objective of the consultancy is to build the technical capacity of community members and project participants in briquette production and natural resource management to reduce pressure on forest resources and promote renewable energy adoption. Interested tenderers must demonstrate experience in training facilitation, community capacity building, and use of participatory learning approaches, and at least 5 years of proven experience in renewable energy systems, particularly in briquette production, biomass energy, and clean cooking technologies.

Background
- Nuru Nigeria, under the SUSTAIN Nigeria Project, is committed to promoting climate-smart livelihood interventions that reduce dependence on unsustainable natural resource use and enhance community resilience.
- Access to clean and affordable energy remains a major challenge in rural communities within Adamawa and Borno States, where reliance on firewood and charcoal contributes to deforestation and environmental degradation.
- To address this, Nuru Nigeria seeks to engage a Renewable Energy Consultant to train community members on briquette making as an alternative energy source.
- The consultancy will also promote natural resource conservation practices, aligning with the project’s broader goals of environmental sustainability, climate adaptation, and livelihood improvement for vulnerable households in Mayo bakari, Mayo Gwagwa, Mayo sumsum and Lukti communities of Toungo.

ToRs For Renewable Energy Consultant.
Objective
- The main objective of the consultancy is to build the technical capacity of community members and project participants in briquette production and natural resource management to reduce pressure on forest resources and promote renewable energy adoption.
Specific objectives include:
- Conducting practical training sessions on briquette formulation and production using locally available materials.
- Providing all necessary tools and materials for the training.
- Enhancing participants’ understanding of natural resource conservation and sustainable energy practices.
- Supporting the development of community-level strategies for alternative energy adoption and environmental protection.
Scope of Work / Methodology
The consultant will be responsible for:
- Conducting a pre-training needs assessment to identify local energy use patterns and available raw materials for briquette production.
- Designing and facilitating hands-on training on briquette making techniques (carbonization, mixing, molding, drying, and packaging).
- Supplying all materials, tools, and safety gear required for practical sessions.
- Delivering complementary sessions on natural resource management and sustainable utilization of biomass resources.
- Supporting participants to establish demonstration units for continued briquette production.
- Submitting a comprehensive training report, including lessons learned and recommendations for scaling.

Deliverables / Expected Outputs
- Inception report with detailed training plan and methodology.
- Procurement and provision of all training materials and tools.
- Practical training sessions conducted for selected community members and project beneficiaries.
- Participants’ enhanced technical skills in briquette production and resource conservation (including training curriculum for briquette production and natural resource conservation management).
- Post-training report, including participant list, photos, outcomes, and recommendations for sustainability.
Qualifications and Competencies
The ideal consultant should possess the following qualifications and competencies:
- At least 5 years of proven experience in renewable energy systems, particularly in briquette production, biomass energy, and clean cooking technologies.
- Demonstrated experience in training facilitation, community capacity building, and use of participatory learning approaches.
- Strong technical knowledge of sustainable natural resource management, climate change adaptation, and environmental conservation.
- Excellent communication, reporting, and interpersonal skills.
- Experience working in northeastern Nigeria or similar humanitarian and development contexts will be an added advantage.
Duration and Timing:
- The consultancy will be for a period of 12 Months, including preparation, field training, and report submission.
Logistical Support:
Nuru Nigeria will provide:
- Access to target communities and coordination support with local stakeholders.
- Guidance on project objectives and alignment with environmental and livelihood outcomes.

The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.

- Similar past experiences with NGO/UN agencies. (Administrative)
- Availability of physical presence (Operational Office/shop). (Technical)
- Payment Terms and Conditions. (Technical)
- Validity of the offer. (Administrative).
Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting performance of the contract or distorting competition.
- Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender.
- No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered.

Note

Content of Tenders:
The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA in compliance with the requirements set out. The proposal shall include, as a minimum:
- NN Supplier registration form” and Code of conduct duly completed. These NN forms should be completed with all required information and the below to be provided accordingly.
- Proof of company registration in Nigeria (CAC certificate);
- Proof of being a registered supply company
- Current Tax Payment Certificate;
- Quotation or detailed Price offer.
- Prices offered must be in Nigerian Naira currency.
- Only Unit price with WHT included will be accepted.
- Quotation must have a date and validity
- Quotation must mention mode of payment.
- Nuru Nigeria’s Code of Conduct filled and signed by the duly authorized person.
- Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.
