Nuru Nigeria invites interested bidders or tenderers to participate in a National Tender for the supply of startup kits for Youth Innovation in Biu and Kwaya Kusar LGAs, Borno State, and Toungo LGA, Adamawa State. The assignment aims to create a generation of skilled, environmentally conscious entrepreneurs who drive sustainable development in Biu, Kwaya Kusar, and Toungo LGAs.
Nuru Nigeria is a local NGO with affiliates in the US, Kenya, Ethiopia, Ghana and Burkina Faso. Our mission is to build resilience corridors of farmer-owned and farmer-led agribusinesses and profitable rural livelihoods in 12 Local Government Areas (LGAs) of northeast Nigeria proximate to conflict-vulnerable areas by 2030. Background

Our mission is to build resilience corridors of farmer-owned and farmer-led agribusinesses and profitable rural livelihoods in proximate to conflict-vulnerable areas in Northern Nigeria.
- Nuru Nigeria prioritizes smallholder farmers and is committed to cultivating lasting, meaningful choices through community-led, community-driven, and community-sustained livelihood projects across the agricultural value chain.
- Youth unemployment remains a significant challenge in Nigeria, particularly in rural areas, where young people face limited access to capital, technical skills, and formal networks. These barriers prevent rural youth from participating meaningfully in the agricultural economy, despite their potential to drive innovation and contribute to community development.
- The SUSTAIN Nigeria Project seeks to address this challenge by reducing youth unemployment and creating green jobs that are environmentally sustainable and socially beneficial.
- The Youth Innovation Challenge is designed to empower young people as drivers of sustainable agricultural transformation in their communities by providing startup kits, technical training, and mentorship.
- This activity will target rural youths in the selected communities of Biu, Kwaya Kusar, and Toungo Local Government Areas (LGAs). These areas have high youth populations with significant potential for green agribusiness but face structural barriers such as limited access to startup resources, skills, and formal networks.
- By providing tailored startup kits aligned with each innovation, the initiative enables young innovators to contribute to improved productivity, climate resilience, and economic empowerment within farming communities.
In addition to promoting economic opportunities, the initiative strengthens environmental sustainability and climate resilience by supporting green jobs that:
- Reduce carbon emissions
- Improve soil health
- Conserve biodiversity
- Encourage circular economy practices
These climate-smart innovations help communities adapt to changing weather patterns while protecting the natural resources essential for long-term agricultural productivity. By combining economic empowerment with environmental stewardship, the Youth Innovation Challenge aims to create a generation of skilled, environmentally conscious entrepreneurs who drive sustainable development in Biu, Kwaya Kusar, and Toungo LGAs.

- Ready-to-use therapeutic foods (RUTF)

Opening, Evaluation of Tenders and Selection Criteria
The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.
Tender Process
The following processes will be applied to this Tender:
- Tender Period

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.
Tenders will be evaluated on the criteria listed below:
- Compliance with Nuru Nigeria Procurement terms and conditions. (Administrative)
- Prices based on best value for money of items requested. (Financials)
- Financials must be on company letterhead
- Registered general supplier companies in furniture (Preferably)
- Adherence with technical specifications requested. (Technical)
- Quality of the product. (Technical)
- Delivery Lead-time. (Technical)
- Similar past experiences with NGO/UN agencies. (Administrative)
- Availability of physical presence (Operational Office/shop). (Technical)
- Payment Terms and Conditions. (Technical)
- Validity of the offer. (Administrative).
Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting performance of the contract or distorting competition.
- Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender.
- No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered.

Order of Arranging Documents:
Administrative and technical document should be put in the same envelope and marked “Administrative and Technical”. Financial offers should be placed in a different envelop marked “Financial offer”. All copy placed in a sealed non-identifiable envelope. This sealed non-identifiable envelope shall be titled: Tender fo the supply of startup kits for youth Innovation: ITB-2026-0009.

- Only bidders that pass Administrative and Technical evaluation will proceed to Financial Evaluation.

Note
- Whichever format is chosen, offers must be received by no later than 6th January, 2026 at 5:00 PM.
- Late bids submission will not be accepted, and will be returned to the Proponent or discarded. Also, all bids will be irrevocable after the Call for Tenders closing date.
Content of Tenders:
The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA in compliance with the requirements set out. The proposal shall include, as a minimum:
- NN Supplier registration form” and Code of conduct duly completed. These NN forms should be completed with all required information and the below to be provided accordingly.
- Proof of company registration in Nigeria (CAC certificate);
- Proof of being a registered supply company
- Current Tax Payment Certificate;
- Quotation or detailed Price offer.
- Prices offered must be in Nigerian Naira currency.
- Only Unit price with WHT included will be accepted.
- Quotation must have a date and validity
- Quotation must mention mode of payment.
- Nuru Nigeria’s Code of Conduct filled and signed by the duly authorized person.
- Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.
