Christoffel-Blindenmission International (CBM) is inviting Requests for Proposals (RFP) for the production of an End-of-Project Documentary for Project PG10005, titled “Enabling Resilience to Climate Change-Related Risks through Local CSOs’ Strengthening in Benue and Plateau States, Nigeria (ER2CC).” The purpose of this assignment is to visually document the project’s achievements, highlight community-level impacts, amplify beneficiary voices, and showcase resilience-building efforts across the 20 participating communities.




CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM works in partnership with local civil society organisations, communities, government and in alliance with international organisations in Africa and the rest of the world.

Total Duration: Approximately 14 working days (2nd - 13th March 2026)

Purpose

  • The purpose of this assignment is to document the ER2CC project’s achievements visually, highlight community-level impact, amplify beneficiary voices, and showcase resilience-building efforts across the 20 participating communities.
  • The documentary will serve as a learning tool, donor visibility product, and evidence for advocacy and future programming.

Scope of Work
Geographical Coverage:
The consultant will work across five (5) LGAs and twenty (20) communities:

Key Tasks

  • Deliverables

The consultant will:

  • Conduct an inception meeting and produce a production plan and narrative outline.
  • Review relevant project documents to understand context, results, and messaging.
  • Travel to all project communities in Plateau and Benue.
  • Conduct interviews with beneficiaries, community leaders, persons with disabilities (PWDs), project staff, and relevant stakeholders.
  • Capture high-quality footage (HD/4K), including broll, activities, landscapes, and drone shots.
  • Ensure disability inclusion in all filming processes and outputs.
  • Produce a:
    • One 10–12-minute documentary,
    • One 3‑minute highlight version for social media.
  • Submit raw footage, photos, and final edited versions.
  • Incorporate feedback in at least two review rounds.

The consultant must ensure the documentary is produced using inclusive, accessible, and disability sensitive techniques, including:

  • Representation of Persons with Disabilities (PWDs):
    Capture their perspectives, experiences, and involvement in ER2CC activities.
  • Accessible Communication:
    • Subtitles closed captioning (for the deaf/hard of hearing)
    • Clear and high contrast visuals
    • Voice‑over narration that is easy to follow
    • Avoid fast flashing imagery
    • Ensure interviews with persons with disabilities (PWDs) are conducted respectfully and in accessible formats (e.g., sign language interpretation where feasible)
  • Inclusive Filming Practices:
    • Obtain informed consent in an accessible language
    • Ensure filming locations are physically accessible
    • Respect the privacy, dignity, and do no harm principles
    • Use interview techniques that accommodate different communication needs
  • Inclusive Storytelling:
    Highlight how ER2CC interventions support vulnerable groups, including persons with disabilities, women, youth, and older persons.

The consultant will provide:

  • Inception Report:
    • Production plan
    • Script/narrative outline
    • Schedule
  • Raw Footage Archive:
    • All video files are in HD/4K
    • All audio files
    • Drone shots
  • Photographs:
    • Minimum 60 high-quality photos
  • Final Documentary (10–12 minutes):
    • HD/4K
    • Subtitles/closed captions
    • Professional narration
    • Branded as per project/donor guidelines
    • Accessibility compliant version
  • Short Version (3 minutes)
    • Social media–ready
    • Captioned
  • Final Technical Report summarizing approaches, challenges, and recommendations.

Duration of the Assignment:

  • The assignment shall be completed within 2 weeks from the signing of the contract, including fieldwork, editing, reviews, and finalization.

Roles and Responsibilities
Consultant:

  • Conduct field filming ethically and safely
  • Use inclusive and accessible filming techniques
  • Deliver high-quality, accurate, and visually engaging content
  • Protect the dignity and privacy of all participants
  • Submit all deliverables on time

The Organization:

  • Provide background materials and branding guidance.
  • Facilitate community entry and stakeholder engagement
  • Review and approve deliverables

Ethical Considerations, Safeguarding, and Data Protection
The consultant must:

  • Obtain informed consent using accessible formats, ensuring participants understand how footage will be used.
  • Ensure dignified and respectful representation of all individuals, including vulnerable groups and persons with disabilities.
  • Adhere to the do no harm principles, avoiding content that may stigmatize, exploit, or endanger participants.
  • Provide privacy, avoid sensitive identifiers where inappropriate, and comply with organizational safeguarding, protection, and data ethics policies.
  • Use inclusive interviewing approaches (e.g., sign language support when available, accessible locations, sensitivity to communication needs).
  • Ensure children are only filmed with documented guardian consent and appropriate safeguarding protocols.
  • Robust data security and secure storage protocols must be applied at all stages of the evaluation. These include:
  • Secure, password-protected digital storage systems:
  • Encryption of electronic files, where feasible
  • Restricted access to data on a need-to-know basis
  • Safe storage of hard-copy materials in locked locations
  • Secure deletion or destruction of data after completion of the assignment, in line with CBM and donor requirements

No personal data, photographs, audio recordings, or identifiable information shall be shared without explicit consent. Data will be used solely for this evaluation.
