Forward in Action for Education, Poverty and Malnutrition (FAEPM) invites Expressions of Interest (EOI) from qualified consultants to provide consultancy services for a feasibility study on a pilot tech-driven faecal sludge decomposition and resource recovery centre. The assignment will be carried out in Jama’are, Misau, and Tafawa Balewa LGAs of Bauchi State. Interested consultants should demonstrate relevant qualifications and proven experience in sanitation systems, faecal sludge management, or environmental sanitation planning.

Summary

  • Water Aid Nigeria, in collaboration with Bauchi State Environmental Protection Agency (BASEPA), RUWASSA, and FAcE-PaM, invites qualified consultants and consulting firms to submit Expressions of Interest (EOI) for the conduct of a Feasibility Study for a Pilot Tech-Driven Faecal Sludge Decomposition and Resource Recovery Centre in selected Sanitation and Hygiene Fund (SHF) project areas in Bauchi State, Nigeria.

Background

  • Under the SHF project, significant progress has been recorded in sanitation demand creation, sanitation marketing, and community mobilisation across Bauchi State. However, challenges remain in the downstream management of faecal sludge from pit latrines, septic tanks, institutional sanitation facilities, and public toilets.
  • To address this gap, WaterAid and partners seek to assess the feasibility of establishing a pilot technology-driven faecal sludge decomposition and resource recovery centre in Misau, Jama’are, and Tafawa Balewa LGAs. The study will assess technical, financial, environmental, social, institutional, and operational viability and recommend a scalable implementation model.
  • Objective of the Assignment

The objective of this consultancy is to:

  • Assess the current status of faecal sludge generation, emptying, transport, treatment, and disposal practices) in Jama’are, Misau, and Tafawa Balewa LGAs.
  • Assess the technical feasibility of decentralised faecal sludge management treatment and resource recovery systems.
  • Identify and rank the suitability of recently approved dumping sites using engineering, environmental, and social criteria. Define institutional and governance arrangements for ownership and operation.
  • Examine financial and business model options, including capital costs, operating costs, revenue streams, tariffs, and long-term sustainability.
  • Assess environmental, social, gender, and occupational health and safety considerations associated with the pilot.
  • Produce a decision-ready pilot model, including design parameters, cost envelope, and implementation roadmap.

Scope of Work
The consultant/firm will be expected to undertake:

  • Desk review of relevant sanitation and faecal sludge management documents.
  • Situational analysis and field assessments in the target LGAs.
  • Technical feasibility assessment of treatment and resource recovery options.
  • Site suitability assessment of approved dumping locations.
  • Financial and business model analysis.
  • Environmental and social assessment.
  • Development of recommendations and pilot implementation roadmap.

Expected Deliverable
The selected consultant/firm will provide:

  • Inception Report
  • Draft Feasibility Study Report
  • Presentation of Draft Findings to stakeholders
  • Final Feasibility Study Report with implementation roadmap and indicative cost framework

Duration:

  • The consultancy assignment is expected to be completed within 20–25 working days from the date of contract signing.

Required Qualifications and Experience
Interested consultants/firms should demonstrate:

  • Proven experience in sanitation systems, faecal sludge management, or environmental sanitation planning.
  • Experience conducting feasibility studies, technical assessments, or business case analyses for WASH infrastructure or sanitation services.
  • Strong understanding of decentralised treatment systems and sanitation service chain approaches.
  • Experience working in Nigeria, preferably Northern Nigeria.
  • Strong analytical, stakeholder engagement, and report writing skills.
  • Additional expertise in environmental/civil engineering, public health, business modelling, gender and inclusion, and occupational health and safety will be an added advantage.
