Premiere Urgence Internationale (PUI) invites applications from suitable and qualified candidates to be a Medical Insurance Provider. Interested companies should possess an National Health Insurance Scheme (NHIS) Accreditation, Health Maintenance Organization (HMO) Documents, and other relevant qualifications.




Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization that operates in crisis-affected contexts across the globe. In Nigeria, PUI operates with a strong focus on responding to the essential needs of populations affected by conflict, particularly in the Northeast region where the Boko Haram insurgency and ongoing insecurity have created massive humanitarian needs.

The core aim of PUI in Nigeria is to preserve the life, dignity, and resilience of vulnerable populations  affected by conflict, displacement, and extreme poverty. PUI organization seeks to provide integrated, life-saving assistance while building longer-term resilience in communities facing chronic humanitarian challenges.

Applications are invited for:

Title: Terms of Reference for a Medical Insurance Provider

Location: Nigeria
Contract Duration: One year, from 01st July 2026 to 30th June 2027

PUI in Nigeria focuses on:

  • Provision of access to basic services, including health care (support for primary health care facilities, maternal and child health, disease surveillance, and mobile clinics in hard-to-reach areas), nutrition (community-based management of acute malnutrition (CMAM), especially for children under five and pregnant/lactating women).
  • Protection of vulnerable populations, including Protection mainstreaming across all sectors, focus on gender-based violence prevention/response, psychosocial support, and establishing functional referral pathways for survivors and vulnerable individuals.
  • Support livelihoods and food security through the provision of conditional and unconditional cash transfers to support basic needs and market surveys and promote income-generating activities and vocational training.
  • PUI is active in Borno (Bama, Gwoza and Monguno LGAs), Katsina (Mashi, Majigiri and Kurfi LGAs), and Zamfara States (Gusau and Bungudu LGAs) which are among the most affected by the conflict in the Northeast and Northwest Nigeria, with interventions strategically targeting both host communities and IDP (internally displaced persons).
  • PUI is seeking to cover the Medical Insurance for all employees and their dependants through a private insurance company.

General Requirements
The Insurance company should provide:

  • National Health Insurance Scheme (NHIS) Accreditation
  • Health Maintenance Organization (HMO) Documents
  • The company’s references / Experiences in this domain (List of current clients)
  • Health Network / Health providers (List of partner Healthcare centers/Hospitals in all Nigeria)
  • Subcontracting / consortium documents with other HMO in the Group, If applicable
  • A bank account certificate with the name of the company, CAC Certificate and Tax clearance for 2026.

Covered services / Benefits:

  • The company should cover the health issues peculiar to female sex, to childbirth
  • Exclusion lists
  • Age Limit
  • Number of sessions per Benefit per annum
  • Cost of the covered services / benefits per annum according to the staff status:
    • Individual Package (for single staff)
    • Family Package (staff + spouse + 4 children up to 18, or up to 21 if still at school).

Specific Requirements:

  • The company should provide a medical insurance card to each new enrollee within the first month of his/her employment.
  • The company should provide medical insurance to all PUI employees and their dependants in all Nigeria states.
  • The company should allow the staff to change his/her primary healthcare provider at his/her convenience.
  • The employer (PUI) can request that the company replace an enrolee who terminated with another non-enrolled employee with the first 6 months of the enrolment year
  • In the event where a former enrollee is not replaceable, the employer (PUI) can request the company a prorated premium calculation
  • In case of having new staff or changing the status for one enrollee (from single to family package) within the quarter already paid, PUI will inform the company via official email with all required information including the starting month to add / adjust the staff data in the company system and the payment adjustment will be done at the end of each quarter.

Payment Modulities:

  • According to PUI policy, all payments will be done via bank transfer / by four instalments (at the beginning of each quarter based on the updated list provided by PUI).

Interested and qualified Insurance companies should submit all the general requirement above and financial proposal by sending an email to:
tender@premiere-urgence-nga.org to Request for Quotation (RFQ).

Submission will be via email to: tender@premiere-urgence-nga.org using “PUI NGA MEDICAL INSURANCE SERVICE FOR NATIONAL STAFF" as the subject of the mail.
