Catholic Relief Services (CRS) is making a Request for Proposal (RFP) for the Development of an integrated ODK Server and Interactive Dashboard for Primary Health Care (PHC) Services in Kebbi State. The purpose of this consultancy is to design and deploy an integrated ODK Server and an interactive dashboard that captures, stores, analyzes, and visualizes data from multiple PHC programs and provides real-time monitoring of key performance indicators. Interested consultants should possess a Bachelor's Degree or higher in Computer Science, Information Technology, Health Informatics, Data Science, Public Health, or a related field with at least five years of experience developing ODK Central or Kobo-based systems.

Background

  • The Kebbi State Primary Health Care Development Agency (KSPHCDA), in collaboration with CRS and partners, is implementing several Primary Health Care (PHC) interventions aimed at improving service delivery and health outcomes across the State.
  • These interventions include Routine Immunization (RI), outreach services, mobile vaccination, special immunization interventions, nutrition services, and other PHC activities.
  • Currently, data from these interventions are generated through multiple platforms and tools, making it difficult to monitor performance in real time, track key indicators, and support timely decision-making.
  • To strengthen data management, monitoring, and program performance, CRS intends to engage a qualified consultant to design, develop, deploy, and operationalize an integrated Open Data Kit (ODK) Server and an interactive dashboard that will consolidate data from various PHC services into a single visualization platform.
  • The dashboard will enable real-time monitoring of program implementation, facilitate data-driven decision-making, improve accountability, and strengthen performance tracking at the State, LGA, Ward, and Health Facility levels.

Purpose of the Consultancy

  • The purpose of this consultancy is to design and deploy an integrated ODK Server and an interactive dashboard that captures, stores, analyzes, and visualizes data from multiple PHC programs and provides real-time monitoring of key performance indicators.

Objectives
The consultant will:

  • Design and deploy a secure ODK Server for electronic data collection and management.
  • Develop an interactive dashboard for visualization of PHC performance indicators.
  • Integrate data collection forms across major PHC interventions.
  • Enable automated reporting and real-time visualization.
  • Build the capacity of State personnel to manage, maintain, and utilize the system.

Scope of Work
The consultant will be responsible for the following activities:
Stakeholder engagement and requirements gathering:

  • Conduct inception meetings with CRS, Kebbi State Primary Health Care Development Agency, and implementing partners.
  • Meet with the State Monitoring and Evaluation Unit, Routine Immunization Unit, Nutrition Unit, Disease Control Unit, Data Management Team, Operations Team, ICT personnel, and other relevant stakeholders.
  • Review existing data collection tools, reporting systems, and indicators.
  • Document user requirements and develop a system requirement specification.

System design
Design an integrated electronic data collection system covering:

  • Routine Immunization
  • Fixed Session Services
  • Outreach Services
  • Mobile Vaccination Services
  • Special Intervention Activities
  • Nutrition Services
  • Supportive Supervision
  • Defaulter Tracking
  • Zero-dose Tracking
  • Other PHC interventions as agreed by stakeholders.

ODK server development
The consultant will:

  • Install and configure an ODK Central Server.
  • Develop electronic ODK forms.
  • Configure user roles and permissions.
  • Establish secure hosting and backup mechanisms.
  • Configure data synchronization and validation rules.
  • Ensure compliance with data security and confidentiality standards.

Dashboard development
Develop an interactive dashboard capable of:

  • Real-time data visualization.
  • Monitoring State, LGA, Ward, and Health Facility performance.
  • Displaying maps and geographic coverage.
  • Monitoring key immunization and PHC indicators.
  • Tracking trends over time.
  • Displaying summary statistics and performance scorecards.
  • Producing downloadable reports.

The dashboard should support filtering by:

  • LGA
  • Ward
  • Health Facility
  • Date
  • Intervention

Meetings and field activities
The consultant will:

  • Travel to Kebbi State.
  • Conduct consultative meetings with State Government officials.
  • Hold technical sessions with CRS staff.
  • Engage implementing partners.
  • Work closely with Data Operations and Monitoring & Evaluation teams.
  • Demonstrate prototype dashboards for review.
  • Incorporate stakeholder feedback into the final system.

Capacity building
The consultant will conduct comprehensive training for State and partner staff covering:

  • ODK administration
  • User management
  • Electronic form management
  • Dashboard utilization
  • Report generation
  • Data quality assurance
  • Basic troubleshooting
  • System maintenance
  • Training manuals and user guides shall be provided.

Deliverables
The consultant shall deliver:

  • Inception report and work plan.
  • System requirement specification.
  • Fully functional ODK Server.
  • Electronic ODK forms.
  • Interactive dashboard.
  • User accounts and security configuration.
  • Dashboard documentation.
  • Training manuals.
  • System administration guide.
  • Training of State users.
  • Final consultancy report with recommendations.

Duration:

  • The consultancy will be conducted over one (1) month from the date of contract signing.

Required Qualifications
The consultant should possess:

  •  A Bachelor's Degree or higher in Computer Science, Information Technology, Health Informatics, Data Science, Public Health, or a related field.
  • At least five years of experience developing ODK Central or Kobo-based systems.
  • Demonstrated experience in dashboard development using platforms such as Power BI, Metabase, Superset, DHIS2 analytics, or similar visualization tools.
  • Experience supporting public health information systems, particularly immunization, nutrition, or primary health care programs.
  • Strong knowledge of database management, API integration, GIS mapping, and data visualization.
  • Experience working with government institutions and development partners is highly desirable.

Reporting:

  • The consultant will report directly to the CRS Chief of Party, while working closely with the Kebbi State Primary Health Care Development Agency, the State Data Management Team, and relevant technical working groups. Progress updates shall be provided weekly throughout the consultancy period.

Expected outcome:

  • At the end of the consultancy, Kebbi State will have a fully operational, secure, and user-friendly ODK Server integrated with an interactive dashboard capable of providing real-time monitoring, visualization, and reporting of key PHC indicators.
  • The system will strengthen evidence-based decision-making, improve program monitoring, enhance data quality, and support effective tracking of immunization, outreach, mobile services, nutrition, and other PHC interventions across all LGAs.
