Cross River State Request for Qualifications for Public Private Partnership Hospital Project

The Government of Cross River State (CRS) in the Federal Republic of Nigeria is implementing a comprehensive health sector reform aimed at strengthening the State health system. As part of this program, the State Government wants to establish a 100-bed referral hospital that provides high quality health care of an international standard to the people of CR5 While providing health services for all residents of the State, the hospital is also expected to serve a broader catchment area that would extend beyond the State.

The International Finance Corporation (IFC) has been retained by the State Government as Lead Advisor on the structuring and implementation of a Public Private Partnership (PPP) for the new hospital, to be located in the State capital, Calabar. The State Goverient and IFC are issuing a Requestfor Qualifications (RfQ) from leading companies or consortia with experience in the health care business. Interested parties are invited to submittheir qualifications detailing the following, as a basis for pre-qualification:

Descriptions of technical and operational experience demonstrating experience in the project management and operation of hospitals of a similar size and level

Evidence f financial and legal capacity to implement the assignment.

The State Government intends to conduct an international competitive tender process to select a private operator to design, construct, equip, and operate the hospital, with the objective of signing the contract with the winning bidder(s) by the first quarter of 2013 toenable construction of the hospital to commence by the middle of 2013.

A Request for Proposal (RFP) which sets out the draft PPP Contract, the bid process and the bid evaluation criteria as well as instructions for bidders to submit their statement of qualification, and technical and financial proposals, will be made available to pre-qualified applicants at a later stage.
