Invitation to Tender for Construction Sewer Link and Pump Stations at Rivers State Government of Nigeria

The Greater Port Harcourt City Development Authority (GPHCDA) has secured the necessary funds for the implementation of the interim works for the first phase of the New City Development, and intends to apply parts of these funds towards payments under the contract for the implementation of the following works:

The work covered under the contract includes the construction of 3 sewage pump stations, 3 generator buildings, two with odour control units and 250 meters of rising mains.

It further includes:
  • The provision of mechanical and electrical equipment for sewage Pump Station No 1, Pump Station No 2 and Pump Station No 3 which serve New City Phase 1A
  • To test and commission the Works.
  • Train staff in the operation of the plant

Extent of Civil Works
  • Establishment of camp, offices and plant on site.
  • Clearance of existing vegetation and minor sections of asphalt roads.
  • Removal and reinstatement of existing fences and erection of temporary fencing during construction.
  • Construction of the following structures:
  1. 3 sewage pump stations
  2. 3generatorbuildings
  3. 2 odour control structures
  • Construction of the following pipelines and road works:
  1. 160mm diameter uPVC pipes for rising mains, approximately 70m in length250mm diameter uPVC pipes approximately 100m in length
  2. 350mm diameter uPVC pipes approximately 80m in length
  3. Layer works around pump station
  • Reinstatement of all disturbed areas with topsoil from site.
  • Preparation of operating manuals and record drawings.
  • Removal of site establishment.
  • Maintenance of the Works.

Extent of Mechanical Works
For each of the pump stations the following is envisaged:

Immerseable or Submersible Pumps
One duty plus one standby Raw Sewage Pumps for Pump Station No 1 total design flow 221/s at 6.6 m head Two duty plus one standby Raw Sewage Pumps for Pump Station No 2 total design flow 611/sat 9.7 m head Two duty plus one standby Raw Sewage Pumps for Pump Station No 3 (1681/s at 9.1 m head

In each pump station the following ancillary equipment is required
  • Pipework valves and fittings
  • One overhead gantry and hoist Permanent hoist to assist with the installation of mechanical equipment, and available to facilitate maintenance for the life of the pump station (Pump stations 1, 2 and 3).
  • Ventilation fans and ducts Separate systems for the wet well, and for the dry well of each pump station (Pump Stations 2 and 3)
  • Odour control equipment Fans and ducts to collect odourous air for delivery to the biofilter (Pump Stations 2 and 3)
  • One Mag flow meter at each pump station
  • Sluice Gates (Penstocks) with handwheels with extended spindles (300x300mm)

Extent of Electrical Works
For each of the pump stations the following is envisaged:
Power Supply 11kV to 400V transformers equipment selected to match efficiency and electrical demand from pumps and ancillary equipment provided
  • One minisub to service Pump Station No 1 - approximately 500 KVA
  • One minisub to service Pump Station No 2 - approximately 500 KVA
  • One minisub to service Pump Station No 2 - approximately 500 KVA

The GPHCDA now invites sealed tenders from eligible tenderers for the construction of the above works. The construction period is (12) twelve months.

The tender process will be conducted through open competitive tender procedures in accordance with the Rivers State Public Procurement Law No 4 of 2008, and is open to local, national and international tenderers.

Interested tenderers may obtain further information from and inspect the tender documents at the GPHDA offices at the address below during local business hours. A complete set of tender documents may be purchased by interested tenderers at the address below or on submission of a written application to the address below and upon payment of a non refundable fee of one hundred thousand Naira [NGN 100 000.00]. Documents requested in writing will be dispatched by prepaid registered mail to the addressee at the address provided.

A compulsory tender briefing will be held at 10:00am on Thursday, 13 December 2012 at the Blue Room, Greater Port Harcourt City Development Authority, 38 Ordinance Road, Trans-Amadi Industrial Layout, Port Harcourt, Rivers State.

Tenders must be delivered to the address below not less than six (6) weeks from the date of this publication Tenders must be accompanied by a tender security in the amount of 2% of the tendered sum. No electronic tender submissions will be accepted. Late tenders will be rejected.

Tenders will be opened in the presence of tenderers’ representatives and any interested parties who choose to attend at the address below at 12:00noon on Thursday 31 January 2013.
