Invitation to Tender for Construction of Phase 1A: the Transmission Line Network and Transmission Line Substation to the New City Phase 1A

The Greater Port Harcourt City Development Authority (GPHCDA) has secured the necessary funds for the implementation of the interim works for the first phase of the New City Development, and intends to award the under listed works for the implementation of the first phase of the New City, which it is building.

The Works comprises of the electrical transmission line and substation infrastructure required for the first Phase, Phase 1A of the New Development Area in the Greater Port Harcourt Area. The initial phase is to provide electrical infrastructure for the new 20,000 units. The scope of Works in this contract includes the 10.9km 132KV transmission line network and the 120MVA HV/MV distribution substation. The transmission line will Tee off from a 132KV substation, Rumuosi (Obio/Akpor LGA) which is currently being built by the Rivers State Government with equipment provided by Schneider Electric (France). It is envisaged that at the time of construction of the new 132KV transmission line, the Rumuosi Substation construction will be completed. This document is not a detailed specification for the Works, but presents the concept design for the new transmission line and substation to the Contractor who is responsible to complete a detailed design based on the concepts provided and build, test; and commission the Works.

The Works are for the entire design including but not limited to electrical, mechanical, civil and structural design, installation, testing and commissioning required for equipping and operating the 132KV double circuit transmission line and 132KV/33KV/11KV substation with four (4) 132KV feeder bays, one (1) buscoupler, four (4) transformer bays, one (1) control room, one (1) switchgear room, MV and control cable installation, fibre optic line, all protection, metering and telecommunication equipment, all terminations, cable trenches, ducts, all MV switchgear, LV panels, all necessary auxiliary supplies, fire protection, ablution facilities, fencing, gates, access roads, lighting, line profiling, tower spotting and design, tower erection, foundations, tower earthing, conductor stringing and tensioning and commissioning of all plant. This contract also provides for all parts of the work to be completed in every respect for commercial operation to the requirements of the Employer.

The Works are the following and includes but is not limited to the following:
  • Design and Build the 132KV Double circuit transmission line including all electrical, civil, structural, mechanical and earth works.
  • Design and Build the 132/33/11KV 100MVA Phase 1A Substation including all electrical, civil, structural, mechanical and earth works.
  • Site Preparation and earthworks.
  • Line route clearing in accordance with the EMP
  • Removal and disposal of inferior material (soil) from Site to a Environmental approved location
  • Sub soil drainage
  • Civil, structural and Building works
  • Protection, metering & communication equipment including fibre optic line
  • Fire protection
  • Water and electricity supply
  • Health and safety compliance including all signage

The GPHCDA now invites sealed tenders from eligible tenderers for the construction of the above works. The delivery/construction period is twenty four (24) months.

The tender process will be conducted through open competitive tender procedures in accordance with the Rivers State Public Procurement Law No 4 of 2008, international best practice and is open to local, national and international tenderers.

Interested tenderers may obtain further information from and inspect the tender documents at the GPHCDA offices at the address below during local business hours. A complete set of tender documents may be purchased directly by interested tenderers at the address below or through written application. In either case, a payment of a nonrefundable fee of one hundred thousand Naira [NGN100,000.00] is required. Documents requested in writing will be dispatched by prepaid registered mail to the addressee at the address provided.

A Compulsory Tender Briefing will be held at 2:00pm on Thursday 13th December 2012 at the Blue Room, Greater Port Harcourt City Development Authority, 38 Ordinance Road, Trans-Amadi Industrial Layout, Port Harcourt, Rivers State.

Tenders must be delivered to the address below not less than six (6) weeks from the date of this publication. Tenders must be accompanied by a tender security in the amount of 2% of the tendered sum to be furnished by way of a Bank Bond or Guarantee. No electronic tender submissions will be accepted. Late tenders will be rejected.

Tenders will be opened in the presence of tenderers’ representatives and any interested parties who choose to attend at the address below at 12:00noon on Thursday 24 January 2013.
