Invitation for Bids for the Output and Performance-Based Road Contract (OPRC) for the Ikom-Mfum Road Route A4-2

This invitation for bids follows the General Procurement Notice for this Project that appeared in the Development Business, Issue No.637 of 11 March 2005. The Federal Government of Nigeria has received a credit of about $330M from the International Development Association (IDA) toward the cost of the Federal Roads Development Project (FRDP) and intends to apply part of the proceeds to eligible payments for the Output and performance- Based Road Contract for the Ikom-Mfum Road Route A4-2 for which this invitation for bids is issued.

2.) The Federal Ministry of Works (FMW) represented by Road Sector Development Team (RSDT) (hereinafter called “the Employer”) now invites sealed bids from eligible bidders for the Output and performance-Based Road Contract (OPRC) for the Ikom-Mfum Road Route A4-2.

3.) The OPRC road maintenance services shall comprise but not limited to the following services: Maintenance of pavement structure; maintenance of road shoulders; maintenance of roadside areas (removing obstructions and vegetation control; maintenance of bridges, culverts and drains; maintenance of traffic signs, guardrails, etc.

4.) Further details of the contract are as follows:
  • Contract No: FRDP/2012/OPRC/02
  • Contract Name: Output and Performance-Based Road Contract (OPRC) for Ikom-Mfum Road
  • Length of Road: 22.60Km
  • Duration of Contract: Five (5) years
  • Amount of Bid Security: Sixteen Million Naira (N16,000,000.00)
  • Cost of Bid Document: Twenty-Five Thousand Naira (N25,000.00)

5.) Qualification requirements for eligible bidders shall include:
(i) Participation as contractor, management contractor in at least Two (2) similar contacts within the last five (5) years, each with a value of at least Six Hundred and Forty Million Naira (N640 Million) that have been successfully or are substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in section VI, Employer’s Requirements

(ii) Minimum average annual turnover for the last 3 years shall be Three Hundred and Twenty Million Naira (N320 Million)

(iii) Minimum amount of liquid assets and/or credit facilities net of other contractual obligations of the successful bidder shall be Forty-Two Million Naira (N42 Million)

6.) Bidding will be conducted through the National Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loan and IDA Credits, May 2004 (Revised October 1, 2006 and May 1, 2010) and is open to all bidders from eligible source countries as defined in the Bidding Documents. Interested eligible bidders may obtain further information and inspect the bidding documents at the Office of the Unit Manager, Road Sector Development Team (RSDT) at the address below on working days from 10:00 hrs to 17:00 hrs (local time).

7.) A complete set of bidding documents in CDs and in English language may be purchased by interested bidders at the address below upon payment of a non-refundable fee as indicated above on working days from 10:00 hrs to 17:00 hrs (local time). The method of payment will be through bank draft or certified bank cheque in favour of “Federal Roads Development Project”. Bidding Documents requested by mail will be promptly dispatched by courier on payment of additional charges of Naira 10,000.00 through bank draft drawn in the manner stated above, but RSDT will not be liable for late delivery or loss of the documents so mailed.

8.) A pre-bid meeting and site visit will hold on 20/12/2012 at 10.00 hours at Heritage Hotel, Calabar Road, Ikom, Cross River State and will be followed by a site visit to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Clause 7.4 of ‘Instructions to Bidders’ of the bidding document.

9.) Closing Date/Submission of Document
Bids must be delivered to the address below by 14:00 hrs (local time) on 31st January, 2013. All bids must be accompanied by a bid security in the amount indicated above and obtained from a Bank. Late bids will be rejected. Bids will be opened at 14:30 hrs (local time) at the address below on 31st January, 2013 in the presence of bidders’ representatives who choose to attend.
