Request for Proposal (RFP) for 2013 Season in NIRSAL Technical Assistance Training

1.) Introduction
NIRSAL, a new agribusiness financing and investment advisory initiative of the Central Bank of Nigeria (CBN), cordially invites specialized providers of knowledge and technical training related to agribusiness to submit training proposals.

2.) NIRSAL’s Strategic Objectives
NIRSAL is an initiative for transforming agribusiness into a commercial sector capable of catalyzing industrialization and broad based job and wealth creation. NIRSAL provides investment and wholesale financial services to counterparties who in turn lend to value chain participants. A key element of NI RSAL’s services includes providing agribusiness training programs for four (4) stakeholder groups: financial institutions (deposit money banks, microfinance institutions, discount houses and asset managers); entrepreneurial farmers (small, medium and large); processors/transports/distributors/input suppliers; and public officials who deal with agribusiness.

NIRSAL does not actually deliver the training itself. Instead, working with 3rd party providers, it plays the following roles:
  • Identifies and prioritizes across a range of training course content, delivery options, and categories
  • Coordinates across the needs of end users and schedules such courses across the federation
  • Select specific trainers to deliver the courses and conduct evaluation of such trainers
  • Optimize the entire training and assistance program as appropriate to ensure alignment with the overall NIRSAL mandate
  • Regulates the quality of delivered training

The essential objective of training is to transfer specific knowledge and technical expertise to the target audience, and in so doing, improve the likelihood of success of commercial farming in Nigeria. To execute on our training mandate, NIRSAL is now seeking providers for an initial schedule of training.

4.) Recommended Trainers and Qualification Requirements
The basic requirements for respondents to the RFP include the following:
  • Variety of persons, individual or corporate, can bid, but the name of the exact instructor to be utilized and for which lot must be stated
  • Possess ability to create and deliver course material in a multiplicity of instructional channels e.g. video, online, classroom, etc
  • Prior experience delivering corporate or academic training will be considered a plus
  • Be legally capable of entering into a contract in Nigeria

5.) How to Apply
  • Complete the online 1 page application form available atwww.nirsal.com
  • Indicate the lot being bid for, and attach the following 3 pages of supporting documentation (in MS Word) for each Lot (submit new online applications for each lot):
  1. Course Components: 1 page high level outline of the key modules or curriculum e.g. a course on cash flow financing might include (1) working session on modeling cash flows; (2) analysis of farm revenue streams; (3) key legal issues in financing using off-taker agreements, etc
  2. instructor’s Qualifications: 1 page summary of the instructor’s biography (any material beyond 1 page will be grounds for disqualification)
  3. Financial Terms: 1 page summary of the cost to NIRSAL for the lot per below; please indicate which pricing option you are using (plus additional written commentary as appropriate):

6.) Closing Date
All applications must be submitted by 4pm (Abuja Time) on December 28, 2012 via the NIRSAL website at www.nirsal.com. Applications submitted at 4.01pm will be rejected.

7.) Selection Process
A NIRSAL selection committee will review all applications submitted on time. All applications received by the deadline will be individually reviewed and categorized based on the specific lot applied for. Applications will be reviewed on a lot by lot basis, and a select number of providers selected for each lot. The number of providers per lot will depend on the frequency and-scope of offering the lot in question e.g. 36 trainers maybe required for the Business Manager school 4 times per annum in 36 state capitals.

Based on submissions for each lot, NIRSAL will create a consensus course description against which a sub-set of successful instructors will be asked to create course material. Such draft course material will be further reviewed by other instructors, and a final stable version will be used for attendees across the federation.

8.) Other Considerations for Applicants

NIRSAL will pay all selected instructors based on a pay schedule to be negotiated and published in Q1 2013
NIRSAL and its partners e.g. state governments will be responsible for providing the specific training sites to be used across the federation; a list of all sites will be provided in Q1 2013 shortly before program launch

9.) Process Calendar
The key dates for the process and bidders are outlined below. Please note that NIRSAL reserves the sole right to adjust the calendar as appropriate. If such a step is taken, the general public will be informed via the NIRSAL website.

  • Internal NIRSAL Review of Applications: January 3-10
  • Successful Bidders List Published: January 15, 2013
  • Contracting of Instructors: January 18-30, 2013
  • Soft Launch of TA Classes: February 14, 2013
  • Full National Launch: March 1, 2013
