1.0 Introduction
1.1
The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transport intends to construct a shipbuilding facility and dockyard at Okerenkoko, Delta State.

1.2 In compliance with the Public Procurement Act (PPA), 2007, the Agency hereby invites Reputable Construction Companies with verifiable experience in the Construction of shipyards to submit technical bids for the project described below:
  • Construction of a Ship Building Facility and Dockyard at Okerenkoko, Warn South Local Government Area, Delta State

2.0 General Scope of Work:
Ship Building and Dockyard to include Docking Facilities, Shore Protection, Landing Jetties, Infrastructure, Fabrication Workshops and other necessary Facilities and Equipment.

3.0 Prospective Bidders are required to submit the following documents:
  • Certificate of Incorporation / Registration with Corporate Affairs Commission;
  • Evidence of remittance of Employees Pension Contribution /Deductions or Evidence of exemption from PENCOM in accordance with the Pension Reform Act 2004, where applicable;
  • Evidence of Tax Clearance Certificate for the last three years (2009, 2010 & 2011) corresponding to declared turnover;
  • Company Audited Accounts for the past three years (2009, 2010, 2011) showing annual turnover;
  • Evidence of VAT registration with TIN No. and remittances for the past three years (2009, 2010, 2011);
  • Reference Letter from a reputable BANK only;
  • Company profile;
  • Evidence of Compliance with the Industrial Training Fund [ITF] Act 2011;
  • Copy of Memorandum and Articles of Association of the Company.
  • A sworn Affidavit that none of the Directors has been convicted in any court of law for any criminal offence.

Technical Qualifications:
  • Evidence of Professional qualifications of key Personnel and that of the firm.
  • Verifiable evidence of similar projects successfully executed or on-going within the last five (5) years (e.g. Letters of Award, Job completion certificates, evidence of payment etc)
  • Foreign technical partner (if exists) should provide:
    • Company Profile
    • Certificate of incorporation
    • Company Audited Accounts for the past three years (2009, 2010, 2011) showing annual turnover;
    • Evidence of Tax Clearance
    • Valid ISO 900: 2008 quality management system certificate
    • Valid ISO 14001: 2004 environmental management system certificate
  • Tenderer or its Technical partner should provide evidence of minimum of N10,000,000,000 (Ten billion Naira) annual turnover in the Construction of Shipyards for 2009, 2010 & 2011.
  • Only reputable construction companies should tender. Construction companies that do not meet the stipulations stated above need not apply.

4.0 Closing Date for Submission

All Bids should be submitted in two sets, one original and copy, in envelopes with one set of CD-rom. The envelope should be dearly marked stating the Project, Company’s Name and submitted BEFORE the closing date of Thursday 31st January 2013 by 12 Noon in the office of:

7.0 Please Note:
  • Late submission of bids will not be entertained.
  • All CAC, VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), Industrial Training Fund, National Pension Commission and other relevant bodies for verification.
  • This notice shall not be construed to be a commitment on the part of Nigerian Maritime Administration and Safety Agency to award any form of contract to any respondent nor shall it entitle any Company/Finn submitting documents to claim any indemnity from the Agency.
  • The Agency is not bound to accept the lowest tender and Bidders shall be responsible for all costs in preparation and submission of bids.
