Request for Submission of Proposal for the Impact Assessment of the Microfinance Policy in the Tranformation of the Nigerian Economy at the Grassroots
The Central Bank of Nigeria (CBN) is planning to undertake an Impact Assessment of the Microfinance Policy on the Micro, Small and Medium Enterprises (MSME) sector of the Economy. The Microfinance Policy, Regulatory and Supervisory Framework for Nigeria was launched in December 2005 to address inadequate access to diversified financial services on a sustainable basis by the economically active poor and low income groups. However, since the policy was launched, an Impact Assessment to determine whether the Microfinance Policy has met its objectives has not been conducted.
OBJECTIVES OF THE IMPACT ASSESSMENT OF THE MICROFINANCE POLICY
The objectives of the impact assessment include finding answers to the following questions:
i. Is there evidence of growth in the share of micro-credit to the total credit in the economy?
ii. Are the economically active poor having improved access to finance?
iii. Has gender disparity been eliminated in access to financial services?
iv. Has the policy achieved the desired impact on microfinance institutions, clients and enabling environment in the sub-sector?
Interested organizations are hereby invited to submit their bid for the performance evaluation within two weeks from the date (3rd September, 2012) of this advertisement.
