Request for Applications (RFA) to Implement Community Based Prevention of Mother to Child Transmission of HIV Project in Bayelsa State, Nigeria

Pact Nigeria is pleased to release this Request for Applications (RFA) announcing the availability of sub grant funding for local civil society organizations including non-governmental, community and faith based organizations (NGOs, CBOs, and FBOs) to implement community based Prevention of Mother to Child Transmission of HIV- (PROMOT project) in Bayelsa State.

Types of organizations eligible for funding
Under this RFA only Civil Society Organizations (NGOs CBOs and FBOs) with experience implementing activities related to HIV Prevention, Care and Treatment in Bayelsa State are eligible to apply. Applicant organizations must:
  1. Have physical presence in Bayelsa state and
  2. Be legally registered with the relevant authorities i.e. Corporate Affairs Commission or Bayelsa state registration agencies as a non-profit organization.
Preference will be given to applicant organizations with adequate experience to:
  • Manage grants of at least USD $50,000 per year .i.e. demonstrated capacity to manage funds using basic accounting and project management practices.
  • Implement community based HIV prevention and care programs targeting vulnerable populations Organizations should have experience implementing program activities that are in line with the program focus expressed in this RFA.
  • Work with community based groups to create demand for services such as PMTCT, HIV Testing and Counseling in health facilities.
  • Leverage community and government resources to provide a holistic package of support towards prevention of mother to child transmission of HIV.

We will not fund the following organizations under this RFA:
  • Public International Organizations (such as United Nations entities) and government agencies, for-profit organizations, or organizations that are not registered in Nigeria.

The Application Process

Each applicant organization must submit the completed application form and a technical proposal using the template provided by Pact.

Closing date: Wednesday, January 16, 2013

Submissions: All completed applications and proposals should be submitted via email to adoma@pactworld.org and three (3) hard copies of the completed application and technical proposal must be delivered to Pact Nigeria Office on or before January 16, 2013 at 4pm Nigerian time. Applications received after this time will not be considered.

Pre bidders Meeting: All interested applicants are invited to the Pre-Bidders’ Meeting at Conference Hall, Hoil Suites & Apartment, INEC Road, Yenagoa, Bayelsa State on Thursday, 10th January 2013. Time: 10.00am prompt. The meeting will be a forum to discuss this Request for Application and for applicant organizations to ask questions and receive clarifications on the proposed project. PLEASE NOTE: Participants are responsible for their costs including travel to and from the venue as well as other associated costs. Pact Nigeria will only manage the meeting costs and refreshments will be provided during the meeting.

Waiver:
Distributing this guidance does not mean there is any commitment on the part of Pact Nigeria to fund an organization, nor does it mean that Pact Nigeria will pay for any costs incurred by any organization in the process of submission of an application. Furthermore, Pact Nigeria reserves the right to reject any or all applications, or to award a grant without further discussion or negotiations if it is considered being in the best interests of the project. Final awards will be made based on availability of funds to Pact. Pact reserves the right to recall this solicitation at any time or adjust the terms to meet project needs and resource availability.
