Invitation for Expression of Interest (EOI) for the Rehabilitation/Management of Filling Station and Development of Eatery Outfit in the College

Adeniran Ogunsanya College of Education is a public funded tertiary institution established over 54 years ago by the Lagos State Government to expand access to higher education for the good people of Lagos in particular and Nigerians in general.

A. Introduction
The Adeniran Ogunsanya College of Education Otto/Ijanikin, a foremost College of Education, owned by the Lagos State Government, invites:

LOT I - The Executives of Oil and Gas firms, Petroleum dealers, Oil and Gas marketers and owners of Petrol filling stations to rehabilitate and manage the College filling station, located at the entrance of the College, on a Public Private Partnership basis.
LOT II - Eatery/Restaurant operators, Managers of Catering outfit & owners of Confectionary firms, to develop an eatery within the college campus.

B. Requirements for Pre-Qualification for Lot I & II
Interested firms are required to submit pre-qualification documents with verifiable evidence including:

• Evidence of incorporation of company by Corporate Affairs Commission;
• Evidence of Tax Clearance Certificate;
• Company’s Audited Account;
• Company’s profile with organogram showing details of key officers, such as names, qualification etc. (Attach curriculum vitae of Principal Officers of the firm);
• Evidence of financial capacity, with bank statement;
• Letter of reference from the firm’s banker(s), indicating availability of funds to execute such a project;
• Other documents that may support the capability of the firm to successfully execute a Public Private Partnership (PPP) project of such magnitude; and
• Evidence of Registration as contractor with Adeniran Ogunsanya College of Education.

C. Closing Date
11 February, 2013.

D. Submission

• Interested Oil & Gas firms and Eatery operators desiring to work with the College on this special partnership arrangement may obtain further information as regards the Scope, Dimension and Location of the project from the office of the Director of Works and Services of the College from Mondays - Fridays, between 8.00am & 4.00pm.
• Upon receipt of the EOI from interested Companies, the College shall evaluate and pre-qualify applicants. Thereafter, prequalified applicants shall be expected to provide an implementation plan with financial management proposals [funding and recovery plan].
