Request for Expressions of Interest for CSOS, PSOS, to Provide HIV/AIDS Services

The Government of Ondo State, Nigeria has received financing from the World Bank to coordinate the HIV/AIDS programme Development Project 2 (HPDP 2) and intends to apply part of the proceeds for consultant services.

Assignment Description and Services Requested (Scope of Work)
This is a call for Expression of interest from qualified and competent organizations to respond to (i) Behaviour change and Prevention of new HIV infections and (ii) Care and Support.

Under the two service categories mentioned above, organizations are expected to work with any or all specified target populations within the specified geographic coverage areas to deliver evidence based HIV intervention packages in line with international standard and best practices.

Activities Eligible for Funding Under HIV/AIDS Fund (HAF)
A. Behaviour Change and Prevention of New HIV Infection:

1.) Most at Risk Populations (MARPS):

• Target Population: Female sex workers (Brothel and Non Brothel based) and MSM (Men Having Sex with Men).
• Geographic Coverage Area: Akure South, Akoko North East, Ondo West, Odigbo, Ilaje, Owo, Akoko South West and Okitipupa LGAs.
• Intervention Packages: Peer Education Plus (PEP), HIV Counseling and Testing (HCT), Condom Promotion, HIV Treatment referral and follow up, Priority for Local AIDS Control Efforts (PLACE) Project and STI Treatment and Referral Services.

2.) Other Vulnerable Groups:

• Target Population: Long Distance Driver (LDD), National Union of Road Transport Workers (NURTW), Okada Riders, Physically Challenged person, uniformed men and women.
• Geographic Coverage: Akure South, Odigbo, Owo, Akoko North East, Akoko South East, Okitipupa, lle-Oluji/Oke-lgbo, Ose, Ondo West, Ese Ode, Akoko North West, Akoko South West, Akure North, Ondo East, Irele, Ilaje, Idanre and Ifedore LGAs.
• Intervention Packages: Condom Promotion, HIV Counseling and Testing (HCT), Peer Education Plus (PEP), Behavior Change Communication (8CC), IEC/BCC in Braille, IEC/BCC in Audio Cassette, Wheel Chair and Crutches support.

3.) General Population:

• Target Population: Young Men and Women of Tertiary Institution and Artisans.
• Geographic Coverage: Akure South, Odigbo, Owo, Akoko North East, Akoko South East, Okitipupa, Ile-Oluji/Oke-Igbo, Ose, Ondo West, Ese Odo, Akoko North West, Akoko South West, Akure North, Ondo East, Irele, Ilaje, Idanre and Ifedore LGAs.
• Intervention Packages: Peer Education Plus (PEP), HIV Counseling and Testing (Ha), Behaviour Change Communication (BCC) and Condom Promotion.

4.) Prevention of Mother to Child Transmission (PMTCT):

• Target Population: Pregnant Women, Tradition Birth Attendants (TBAs)and Mission Birth Attendants (MBAs).
• Geographic Coverage: Akure South, Odigbo, Owo, Akoko North East, Akoko South East, Okitipupa, Ile-Oluji/Oke-Igbo, Ose, Ondo West, Ese Odo, Akoko North West, Akoko South West, Akure North, Ondo East, Irele, Ilaje, Idanre and lfedore LGAs.
• Intervention Package: IEC/BCC, Working with Influencers, Interpersonal Skill Communication, Advocacy, Training of Service Providers, Demand Creation for PMTCT and Demand Creation for HG.

B. Care and Support

• Target Population: Orphans and Vulnerable Children (OVC) and People Living with HIV (PLHIV).
• Geographic Coverage: Akure South, Odigbo, Owo, Akoko North East, Akoko South East, Okitipupa, Ile-Oluji/Oke-Igbo, Ose, Ondo West, Ese Odo, Akoko North West, Akoko South West, Akure North, Ondo East, lrele, llaje, ldanre and Ifedore LGAs.
• Intervention Packages: Home Based Care, Adherence Counseling Support and Care for Caregivers, Education and Social Support, Condom Promotion, Support for Community Mobilization, Peer Education Plus (PEP), HIV Counseling and Testing (HCT) and Behaviour Change Communication (BCC).

Selection Criteria:
ODSACA invites eligible organizations to express their interest in providing any of the above mentioned services. Interested CSOs/PSOs must provide information indicating that they are qualified to perform the services which include evidence of registration with CAC or Ondo State Ministry of Women Affairs not less than 1 - 2 years, brochures/organizational profile containing area of expertise, description of similar assignments with delivered results, demonstrates logistics, infrastructural capacity to deliver, experience in similar projects, availability of adequate staff with appropriate skills, office accommodation located within the state, Operational governance structure and process, understanding the culture and traditional values including local languages of the project areas evidence of working in and with the community and evidence of financial management. Organizations are encouraged to associate to enhance their qualifications.

General Terms and Conditions:

• Organizations will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition). All expression of interest must be submitted in triplicates (three hard copies) One CD-Rom and delivered to Ondo State Agency for the Control of AIDS (ODSACA) not later than 14 days from the date of issue.
• The sealed Envelope must be clearly marked ODSACA/HPDP2/HAF.
• Only CSOs/PSOs shortlisted for the next stage would be contacted for further details.
