1.0 Introduction
The Federal Government of Nigeria through the Office of Senior Special Assistant to the President on MOGs (OSSAP-MOGs) is desirous of executing MDGs Projects in venous constituencies/ locations in the 38 States of the Federation and FCT Therefore services of Competent Contractors are required fu the construction of projects listed below.
1.1 Scope of Works
Lot 1: Construction of Vocational Centre plus ICT Centre complete with furniture and ICT accessories.
Lot 2: Construction of Skill Acquisition Centre complete with furniture (Type A).
Lot 3: Construction of Skill Acquisition Centre complete with furniture (Type B).
Lot 4: Construction at Community Hall complete with furniture (Type A)
Lot 5: Construction of Community Halt complete with furniture (Type B).
Lot 6: Construction of Primary Health Care Centre (Type A),
Lot 7: Construction of Primary Health Care Centre (Type B).
Lot 8: Construction of Obstetrics and Gynecology Unit
Lot 9: Construction of Computer Centre with solar powered system complete with furniture and accessories,
Lot 10: Construction of 3 Classroom Block plus VIP Toilet and Hand-pump Borehole complete with furniture.
Lot 11: Construction of 3 Classroom Stock plus VIP Toilet complete with furniture.
Lot 12: Construction at Community Library Block complete with furniture.
Lot 13: Construction of 1 No Block of 1 -Bedroom Semi-Detached bungalow staff quarters for Primary Health Care Centre.
Lot 14: Construction of 1 No Block of 2-Bedroom Semi-Detached bungalow staff quarters for Primary Health Care Centre.
Lot 15: Construction of Solar powered Borehole.
Lot 16: Construction of Hand-pump Borehole.
Lot 17: Construction of Water Works.
Lot 18: Construction of Solar Street Light.
Lot 19: Construction of Rural Access Road complete with Asphalt surface finish.
Lot 20: Construction of Rural Access Road complete with surface dressing.
Lot 21: Construction of Community Bridge.
Interested Bidders are requested to submit Technical and Financial bids for the above listed Projects.
2.0 Eligibility Requirements
- Evidence of registration with Corporate Affairs Commission (CAC) namely Certificate of Incorporation and Article of Association;
- Tax Clearance Certificate for the last 3 years: 2010, 2011 and 2012 Tax Clearance Certificates;
- Evidence of Pension Contribution and Remittances of employee pension for Firms having more than five (5) employees;
- Evidence of VAT Registration and Remittance;
- Detailed Company Profile including Curriculum Vitae of Professional Staff for the Project, academic and professional certificate, experience and attestation of availability;
- Evidence of experience in at least (3) jobs of similar nature and complexity executed within the last three years with verifiable letters of contract award, evidence of payment and certificate of job completion;
- Evidence of financial capability /reference letter from a reputable Bank:
- For Joint Venture, include Memorandum of Understanding;
- Full account details including SORT code;
- Evidence of Industrial Training Fund (ITF) Contribution
- Having annual Auditors Report for the last 3 Years (2010, 2011, and 2012);
3.0 Collection of Bidding Documents
3.1 Competent Contractors shall on written application collect Standard Bidding Documents from
Office of the Senior Special Assistant to the President on MDGs,
Suite 201,2nd Floor, Block A, Bullet House,
Federal Secretariat,

Central Business District, Abuja.
Upon presentation of evidence of payment of non refundable tender fee of N15,00000 in favour of Slate House. Abuja.
3.2 Submission of Bids
Technical and Financial bids (2 hard copies and I soft copy) shall be submitted in two different sealed envelopes and labelled “Technical Bid’ and “Financial bid’ respectively, with the Company’s name indicated at the back of each envelope. Both envelopes should be seated and placed in a third envelope marked with the ‘Name and Lot No of Project bidded for at the Top right hand corner, the Company’s name indicated at the back of the envelope and addressed to:

3.2.1 The dosing date for the submission for all Lots is on or before 1200 noon on Monday 11th March, 2013.
3.2.2 Only Bidders whose Technical bids fulfill the minimum requirements will have their Financial bids considered.
3.2.3 All enquiries should be directed to the Office of the Senior Special Assistant to the President on MDGs at the above address.
3.2.4 Bids will be opened on Tuesday 12th March, 2013 at the Block E Conference Hall. Federal Secretariat at 9:00am in the presence of all Bidders who wish to witness it, representative of relevant Professional body, and representative of Non Governmental Organisation in Transparency and Anticorruption.
4.0 Note
- No advance payment will be paid.
- Payment will be made only in two tranches Fifty Percent Payment on completion of Sixty Percent work and One Hundred Percent Payment on delivery.
5.0 Disclaimer and Conclusion
5.1 The OSSAPMDGs will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry
